The State Duma in the first reading adopted a bill on fines for the resale of data from the Unified State Register and the creation of Rosreestr “double” sites

The State Duma in the first reading adopted a bill imposing administrative liability for the resale of information from the Unified State Register of Real Estate (USRN). This was reported on the website of the lower house of parliament.

Deputies propose to supplement the Code of Administrative Violations. The amendments imply responsibility for the resale of information from the Unified State Register to third parties and for the creation of websites, programs and applications through which you can access data from the register.

If the bill is adopted, the fine for such an administrative violation will be from 15 to 25 thousand rubles for individuals, from 40 to 50 thousand rubles for officials, from 80 to 100 thousand rubles for entrepreneurs and from 350 to 400 thousand rubles for legal entities.

In case of repeated administrative liability, individuals will be fined from 40 to 50 thousand rubles, officials - from 80 to 100 thousand rubles, entrepreneurs - from 150 to 200 thousand rubles, and legal entities - from 500 to 600 thousand rubles. Officials will also be subject to disqualification for up to a year.

The bill was submitted to the State Duma for consideration in December 2022. According to deputies, the amendments are necessary to effectively combat Rosreestr “double” sites that may provide false information.

In July 2022, the State Duma adopted a law on classifying data from the state real estate register; the document was later signed by Vladimir Putin. From March 1, 2023, Rosreestr will stop publishing information about owners in an extract from the Unified State Register of Real Estate if it was ordered by third parties. Such information can only be obtained with the consent of the property owner.
