“They wringed their hands, made a “swallow”, then they brought a device for electric shock.” A teacher from Kansk told how the police forced him to confess to setting fire to the military registration and enlistment office

A 35-year-old teacher from Kansk in the Krasnoyarsk Territory reported being tortured at the police station and in the pre-trial detention center. The security forces demanded that he confess to setting fire to the local military registration and enlistment office. The man insists that he did not do this, according to Taiga.info and Prospekt Mir.

On October 16 last year, a man (his name is not mentioned in the media at the request of his mother) took his hunting rifle and went to the center of Kansk. There he shot at an advertising banner "Contract service is your choice."

The man was detained on October 17. A criminal case was brought against him under articles on hooliganism with the use of weapons (part 2 of article 213 of the Criminal Code) and on a threat to kill a neighbor whom he met after shooting at a banner (article 119 of the Criminal Code). Subsequently, during a conversation with lawyers, the man said that he regretted his act, and that he did not plan to hurt anyone. He pleaded guilty and explained his actions as a nervous breakdown.

His mother told Prospekt Mira that her son was very upset by the announcement of mobilization in Russia and did not want the soldiers to die in the war.

On the same day, October 17, a search was conducted in his apartment. At this time, a black bag was put on the man's head. As his mother said, later the security forces came to her, conducted a search without a warrant in her apartment and asked her to persuade her son to confess to setting fire to the military registration and enlistment office.

On September 24, unidentified people threw a mixture of incendiary liquid through the window of the military registration and enlistment office in Kansk.

In the police department "Kansky" the teacher was tortured. As he himself told his lawyers, he was taken into an office and "put face down on the floor." At the same time, his hands were handcuffed behind his back. The victim told the lawyer that there were about five people in the office who beat him with their hands in the head area.

“They demanded that I confess to setting fire to the military registration and enlistment office on the night of September 23-24. I didn't confess because I didn't. They made me a “swallow”, they wringed my hands, I did not confess. Then a device for electric shock was brought into the office, an army telephone with two wires running from it. First, they let the current go through the top of the buttocks, to both gluteal muscles, they continued to demand that I confess that I set fire to the military registration and enlistment office. I screamed in pain, and when I screamed hard, they hit me in the face and said “shut up”,” the man said.

In addition, they put a bag over his head and wrapped it with tape so that the man could not breathe. The torture continued until a witness appeared (his name is not reported by Taiga.info). The policemen threatened the man that if he complained somewhere, he would be transferred to pre-trial detention center No. 1 in Krasnoyarsk, where “they would put him in a press hut, mutilate and rape him.”

By a court decision, the man was placed in the Kansk SIZO-5, and then taken to the Krasnoyarsk SIZO-1. He repeatedly tried to record traces of beatings from doctors, but the doctor of the state Kansk hospital wrote in his certificate dated October 17 that the man “fell and hit his face.”

In SIZO-1, the torture of the man continued, his mother said. According to her, her son was taken to a special room, where "two bullies started beating him and threatening him with rape if he did not write a confession."

Taiga.info, citing lawyer Vladimir Vasin, reports that the security forces have visited the man in the isolation ward more than ten times. The lawyer added that his client worked for some time as an inspector for juvenile affairs in the system of the Ministry of Internal Affairs and he should have been placed in a cell for former security officials. However, he was transferred to such a cell only a month after being transferred to Krasnoyarsk.

The Investigative Committee refused to open a criminal case on torture. The victim's lawyers appealed the decision.

According to Vladimir Vasin, under articles on hooliganism and death threats, his client faces up to seven years in prison, but due to his positive characteristics, he has a chance to get a suspended sentence. However, if a “terrorist” article appears in the case for setting fire to the military registration and enlistment office, the man will face 10 to 15 years in prison.
