China has presented a plan for the end of the war in Ukraine

China urged the parties to the military conflict in Ukraine to respect the sovereignty of all countries, stop hostilities, "abandon the mentality of the Cold War" and start negotiations. The document is published on the website of the China Foreign Ministry. There is no paragraph on the withdrawal of Russian troops from the territories occupied in Ukraine there.

The document is called the "position of China on the political decision of the Ukrainian crisis" and includes 12 points that Beijing calls to execute.

1 . Respect the sovereignty of all countries . Recognized international laws should be strictly observed, including the goals and principles of the UN Charter, the sovereignty, independence and territorial integrity of all countries should be effectively guaranteed. International law should be applied equally, without double standards.

2. It is necessary to abandon the mentality of the Cold War. The country's security cannot be achieved at the expense of other countries, and regional security cannot be ensured by strengthening or even expanding military units.

3. Continue fire and hostilities. There are no winners in the wars. All parties should maintain rationality and restraint, do not aggravate conflicts, prevent further exacerbation or even getting out of the control of the Ukrainian crisis, support the meeting of Russia and Ukraine, resume a direct dialogue, as soon as possible, gradually contribute to de-escalation and mitigating the situation and, finally, to achieve a all-comprehensive remnant of fire.

4. Start peace negotiations. Dialogue and negotiations are the only real way out of the Ukrainian crisis. It is necessary to encourage and maintain all efforts to resolve the crisis peacefully, create conditions and provide a platform to resume negotiations.

5. Allow the humanitarian crisis. It should be encouraged and supported by all measures that contribute to the mitigation of the consequences of humanitarian crises. Humanitarian actions must comply with the principles of neutrality and impartiality and prevent the politicization of humanitarian issues.

6. Protection of civilians and prisoners of war. The parties in the conflict should strictly comply with international humanitarian law, refrain from attacks on civilians and civilian facilities, protect women, children and other victims of the conflict and respect the basic rights of prisoners of war.

7. Maintain the safety of nuclear power plants. Confronting armed attacks on peaceful nuclear facilities, such as nuclear power plants. Support the constructive role of the International Atomic Energy Agency in the assistance of safety and the protection of peaceful nuclear plants.

8. Reducing strategic risks. Nuclear weapons cannot be used, and nuclear war cannot be waged. It is necessary to counteract the use or threat of the use of nuclear weapons. 9. Guarantee the export of grain. All parties should be balanced, comprehensively and efficiently fulfill the agreement on grain transportation by the Black Sea, signed by Russia, Turkey, Ukraine and the UN.

10. Stop unilateral sanctions. Unilateral sanctions and extreme pressure will not only not solve the problem, but also create new ones. To oppose any unilateral sanctions not authorized by the Security Council.

11. Ensure stability of production and supply chains. All parties should seriously protect the existing world economic system and confront the politicization of the world economy. Together to mitigate the side effects of the crisis and prevent the breakdown of international cooperation in the field of energy, finance, grain trade, transport and other cooperation and damage to the restoration of the world economy.

12. promote the post -war recovery. The international community should take measures to support post -war recovery in conflict zones. China is ready to help and play a constructive role in this regard.

The head of the European Commission Ursula von der Layen said that the European Union will study the document proposed by China, but "amid the friendship of China with Russia."

NATO Secretary General Jens Stoltenberg, commenting on the PRC plan, said that "there is no great trust in China."
