The head of the administration of the Kirishsky district of the Leningrad region was detained

On suspicion of excess of official powers, the head of the administration of the Kirishsky municipal district of the Leningrad region Oleg Dmitriev was detained. This was reported by the press service of the Office of the IC in the region.

The essence. Dmitriev could exceed the powers in the implementation of the national project “Housing and the urban environment”, the UK reports. According to investigators, the district administration officials entered into an agreement for 160 million rubles with a certain commercial organization for the improvement of the Coastal Park in Kirishah. Work was financed from the federal and regional budgets, as well as from the budget of the municipality.

According to the investigation, the suspects without the grounds stipulated by law unilaterally terminated the contract with the commercial organization, despite the execution of work in the concerned dates and volumes. The organization suffered material damage in the amount of more than 35 million rubles.

Next, officials entered into a similar agreement with the new commercial organization, laying into the agreement already completed by the previous contractor. The illegality of the actions of officials was confirmed by the arbitration court, according to the SK.

According to investigators, all orders about illegal actions were given by Dmitriev. The investigation intends to apply for the imprisonment of the official in custody.

Context. Initially, the criminal case on the excess of official powers and the obstruction of legal entrepreneurial activity, which caused major damage, was instituted against the director of the municipal autonomous institution “Sports and Youth” and “other persons”. The director of the director on the organization’s website indicates Kira Akermandy. Her detention became known on January 23. The next day, in the official group of the administration of the Kirishsky district, they published a positive characteristic of Akermandy, which held its post for 15 years.

The administration then also stated that “there is a civil dispute between two business entities about the grounds for terminating the contract” and concluding a new contract. There is no talk of the theft of budget funds, officials claimed.

According to 47news, they planned to improve the Coastal Park by November 2021. The customer of the work was "Sport and Youth". The institution, the publication writes, explained the termination of the contract with the first contractor with the revealed critical shortcomings in the technical project.

Oleg Dmitriev - a native of the city of Karaganda of the Kazakh SSR, lawyer by education. Almost 30 years - from 1990 to 2017 - worked in the prosecutor's office. The administration of the Kirishsky district was headed in November 2019. Dmitriev is 58 years old.
