A participant in the “Police Ombudsman” project reported to the telegram channel “VChK-OGPU” about torture in a pre-trial detention center

A participant in the “Police Ombudsman” project, Evgeny Moiseev, told the telegram channel “VChK-OGPU”, affiliated with the security forces, about ill-treatment in the Moscow pre-trial detention center-4 “Bear”. The corresponding post was published in the channel.

Moiseev and two other project participants - Vasily Fedorov and Irina Andina - have been in custody since July 2022. They are accused under the article of false denunciation with artificial creation of evidence of the accusation (Part 3 of Article 306 of the Criminal Code). The reason for the prosecution was a film about the illegal actions of the investigation in the case of Vladimir Vorontsov, the creator of the “Police Ombudsman”. In December it became known that the court had shortened the period for familiarizing Moiseev with the materials of the criminal case. On February 27, the man, according to him, was locked in a poorly heated basement for 12 hours. He also reported that the convoy service officers illegally handcuffed him, and the administration of the pre-trial detention center placed him in a cell with a “particularly dangerous repeat offender.” According to information from the Cheka-OGPU, the Tverskoy District Court is considering Moiseev’s complaints about these episodes.

The Telegram channel also indicates that initially the case of Vorontsov’s associates was supposed to be considered by the Presnensky District Court of Moscow, but later it was transferred to Tverskoy.

• In the summer of 2022, the Lyublinsky District Court of Moscow sentenced Vorontsov to five years in prison.
• Andina and Moiseev announced their plan to make a film during the court hearing in the Vorontsov case in October 2021. As a result, on July 18, the prosecutor dropped some of the charges against the founder of the Police Ombudsman project, including the episode with Andina: Vorontsov was accused of extorting money from her (Part 1 of Article 163 of the Criminal Code) under the threat of distributing intimate photos.
• The “Police Ombudsman” project was originally a group on VKontakte - it was created by Vladimir Vorontsov, who at that time worked in the police and Center “E”. Then the pages appeared on other social networks. The project highlights violations of the rights of employees of the Ministry of Internal Affairs and criticizes the work of the ministry. Memorial also draws attention to the fact that some of the revelations published in the channel led to resignations among security officials.
