Manufacturers of veterinary drugs have proposed facilitating the import of scarce drugs for animals . Pharmacies want to create an analogue of the list of vital and most important drugs in veterinary medicine in order to avoid a deficiency of critical of them. Already in Russia there are not enough antibiotics, painkillers, drugs for anesthesia, drugs for parasites and vaccines.

What happened?

The Association of Veterinary Pharmaceutical Manufacturers (AVFARM) proposed amending the Federal Law "On the Continuation of Medicines". The Association believes that the concept of “defect” - the lack of drugs in the public domain - must also be extended to veterinary medicines.

“We constantly receive questions about specific imported drugs that have no analogues in Russia, we see in the media reports that something is missing somewhere. More reports recently that Rosselkhoznadzor has detected counterfeit and smuggling drugs throughout Russia, ”says Executive Director Avfarm Semen Zhavoronkov.

In such conditions, it is impossible to separate real, but illegal medicines for fake, he emphasizes. This creates a “threat to the country's biological security” because animal owners continue to use proven brands from the black market.

From September 1, 2023, the situation will deteriorate, because for the official import of foreign veterinarian to Russia, manufacturers will need to receive the conclusion of the Rosselkhoznadzor. According to the department, foreign pharmaceutical companies do not want to comply with this requirement.

For these reasons, the Vetfarmapa Association proposes to introduce an analogue of the list of vital and most important drugs (ZhNVLP) in veterinary medicine. Medicines from this list in case of deficiency can be in a lightweight mode to Russia, the draft amendments said. The lightweight regime involves obtaining permits of the Rosselkhoznadzor to introduce the drug into a civilian turnover in packages without stickers in Russian, which is now spelled out as a necessary condition for use in Russia. For non -compliance with this rule, the department regularly threatens criminal cases.

What is the problem?

All these drugs and materials, together with animal drugs with cancer and chronic diseases, need to be included in the list of significant, Tsvetkova believes. She is sure that this list should help overcome the deficiency of important drugs.

Bespalov from RNC PHARMA agrees with her , but exclusively this list will not be enough to solve the problem - you need to use parallel imports and stimulate foreign manufacturers to sell medicines to Russia.
