The Ministry of Defense comes up with new ways to recruit the right number of conscripts in the army - but so far Russian laws are still interfering with the military chiefs

The General Staff of the Russian Armed Forces reports that the summons will now be sent electronically. “Employees of the military commissariats set the task in preparing for the spring draft campaign, which begins on April 1, to notify citizens electronically. At the same time, in the absence of technical capabilities, the notification will be carried out by presenting the summons, ”said Rear Admiral Vladimir Tsimlyansky, head of the main organizational and mobilization department of the General Staff of the Russian Federation.

According to the representative of the General Staff, the Ministry of Defense of the Russian Federation, before the call, conducted the "events of the initial registration of citizens for military registration", which allowed to form a single database. In total, more than 700 thousand people aged 18 to 27 years were in the military register.

Only personally in the hands

“None of the representatives of the Ministry of Defense told specifically how the electronic summons will be delivered,” says the new-European European Secretary of the Union of Committee of Soldiers' Mother Valentina Melnikova. - Not all young people have a personal account registered on public services. But from there, all messages are sent by e-mail. It is important to understand that e -mail does not allow the sender to trace whether to receive and read the addressee a letter. If the military registration and enlistment office cannot technically confirm that the agenda was received by a citizen, then it is impossible to apply any sanctions to a person who will not come to the commission or to clarify documents. ”

According to Valentina Melnikova, the law “On military duty and military service” says that the agenda, which obliges somewhere, should be personally handed over to the conscript in the hands after presenting the passport. The sort of the agenda with the painting of the Russian, after that, is filed to his personal file. But with all this, great difficulties arose, because many people in Russia do not live at the address of registration, and it is physically impossible to find them there.

“When it became clear that with the presentation of the military enlistment offices the problems, they began to send the summons by registered letters with a notification of delivery,” continues Melnikova. - This practice was used, for example, in Moscow. But such an approach quickly became very ruined for the state. ”

According to Melnikova, any young man who does not want to serve in the Russian army should in advance until the “attributed” age of 17 years, when it is necessary to register, take care of the preparation of all the necessary papers to obtain deferrals.

For example, he can collect documents confirming the existence of “non -condemned” diseases, and at the first visit to the military registration and enlistment office, demand that these papers be attached to a personal file with a statement on receipt.

Melnikov advises all men who are potential “goals” of mobilization about all the heavy injuries of Melnikov. To avoid calling, certificates must be transferred to the military man for painting. Relatives of a man can do this, so if employees of the military registration and enlistment office do not want to accept such documents, then this is the reason for contacting the military prosecutor's office.

“Wit” 147 thousand

The fact that electronic summons are not obligatory for execution, other specialists agree. “The Ministry of Defense of the Russian Federation can have absolutely any desires, but citizens are obliged to obey one law alone,” the head of the public movement “Citizen” tells the “New-Europe”. Army. Right "Sergey Krivenko. - The whole procedure is strictly spelled out in regulatory acts. At the moment, no changes introducing electronic summons were made to them. The starting spring appeal takes place according to the old rules.

The obligation to come to the military registration and enlistment office for a citizen begins from the moment he receives the agenda personally. If he does not fulfill this duty, they can impose a fine of up to 3 thousand rubles on him. ”

According to Sergey Krivenko, electronic newsletters from military registration and enlistment offices, produced even through public services, are informational in nature - such as, for example, social advertising on billboards - so they can calmly ignore the Russians.

Sergei Krivenko recalls that conscripts who do not want to serve in the Armed Forces have the right to apply for an alternative civil service (AGS). According to our interlocutor, today such statements are satisfied, and the Russians, as a rule, work 21 months for AGS with weekends in the region of residence.

The decree on the spring call signed on March 30, it is said that from April 1 to July 15, it is planned to get 147 thousand people for military service - 12.5 thousand more than last year. Sergei Krivenko does not consider such an increase in the number of conscripts significant. “An annual age in Russia reaches about 600 thousand young men annually,” says the human rights activist. - Also, a considerable part of the men who are not served is in the category under 27 years old. And in the future, this figure should grow up to 30 years. That is, there is someone to choose from. Moreover, to Moscow, where raids using devices for recognizing persons can usually account, there is usually a “funny” norm of 6 thousand conscripts. ”

But the Ministry of Defense has good news for Russian men. The representative of the Ministry of Defense Vladimir Tsimlyansky separately emphasized that the agency does not plan to conduct additional mobilization. “I want to assure you all that the General Staff plans do not have a second wave of mobilization. Those who are already called up for military service, as well as citizens who voluntarily expressed a desire to participate in the operation, are enough to fulfill the assigned tasks, ”the military official assured.
