The State Duma has decided to create a registry of trash streamers. Those included in it will be blocked on social networks

The State Duma has prepared a bill introducing punishment for trash streamers. This was stated by Kirill Mandrygin, a member of the expert council under the State Duma Committee on Youth Policy.

According to Mandrygin, the new document provides for the introduction of public demonstration of harm to health, beatings, torture and kidnapping of a person into the Criminal Code as an aggravating circumstance. This will allow a qualitative increase in the level of responsibility for trash streamers, the expert believes. For example, if simple causing of minor harm to health does not imply punishment in the form of imprisonment, then the qualified composition, which will fall on trash streamers, will entail punishment of up to two years of imprisonment," he said.

The bill also establishes liability for distributing trash streams on the Internet: the first time - administrative (a fine of 200 to 600 thousand rubles with confiscation of equipment), the second time - criminal.

Bloggers held accountable under one of the above articles will be added to a special public registry. Social networks and other sites that organize the dissemination of information will be required to block their content.

The document has not yet been published in the State Duma’s database of draft laws.

In addition, trash streamers will be punished for avoiding inclusion in the relevant registry. "When included in the registry, a trash streamer will be forced to use a different nickname unknown to its users in order to go online. In this case, it will lose audience. The second is the responsibility for the violation itself and for going online by a person who is already included in the registry. It provides for mandatory work for up to 50 hours," Mandrygin said.

The reason for this was the death of a woman during one of the broadcasts of blogger Reeflay (Stas Reshetnyak) - she froze to death after he threw her out into the street without clothes. Reshetnyak himself later received six years in prison under the article on intentional infliction of grievous bodily harm resulting in death.
