Russia has not fulfilled more than 2 thousand solutions of the ECHR

Russia has not fulfilled more than two thousand decisions of the European Court of Human Rights, the total amount of unpaid compensation by decision of the court exceeded 2 billion euros. This is stated in the annual report of the Council of Europe.

In March 2022, Russia was expelled from the Council of Europe because of its aggression against Ukraine. On September 16, she officially ceased to be a member of the European Convention on Human Rights. But the Council of Europe emphasizes that it is obliged to comply with the decision of the ECHR, made in cases adopted by the court for consideration until September 16, 2022. In March last year, Moscow ceased to execute the decision of the ECHR and report on their implementation.

As the Council of Europe notes, by the end of last year, more than 6 thousand decisions of the ECHR, 2352 of them, that is, about 40%, was expected to execute. The Committee of Ministers of the Council of Europe, which is monitored by the execution of court decisions, has received 413 new decisions of the ECHR last year, only three of them were fulfilled.

Compensation for the decision of the ECHR from Russia is expected in 1102 cases, and the total amount of compensation unpaid by the Russian authorities exceeds 2 billion euros, of which more than 1.8 billion falls on compensation in the Yukos case and 10 million in the Georgia against Russia case.

In June last year, Russian President Vladimir Putin signed the law adopted earlier by the State Duma on non -fulfillment of the decisions of the European Court of Human Rights issued after March 15, 2022. The document is published on the official portal of legal information.
The ECHR last year, in particular, made a decision in favor of Russian witnesses Jehovah, recognizing the announcement of this organization extremist and criminal prosecution of its followers by violation of human rights.
In January 2023, the court ruled that its jurisdiction allows us to consider complaints about events in the Donbass since 2014, in particular, when considering claims related to the Malaysian Boeing catastrophe.
