Government officials in senior positions can leave the country only with Mishustin’s permission - The Bell

Prime Minister Mikhail Mishustin actually closed the borders for his subordinate leaders, The Bell reports, citing two anonymous sources familiar with the new working conditions for officials.

Government employees who occupy senior positions - from ministers, chiefs of staff and their deputies to heads of departments, can travel abroad only on official business and with the permission of Prime Minister Mishustin.

At the same time, there are no such strict rules in the presidential administration. One of The Bell's interlocutors explains the difference in restrictions for employees of the Kremlin and the government by the "special zeal" of Mikhail Mishustin.
