Mekhroj Khaydarov, a 29-year-old young man from the village of Linevo near Volgograd, has a third disability group - he is hard of hearing. In October 2022, he was taken to the military enlistment office, where he signed the documents under dictation. After that, he ended up in a military unit, and then became a defendant in a criminal case of desertion.
On October 22, 2022, a traffic police officer stopped Khaydarov in Lyubertsy. According to Khaidarov, he asked to see documents, to which Khaidarov presented his passport and military ID, which indicated his diagnosis - neurosensory bilateral hearing loss, as well as category B - limitedly fit for military service. He did not serve in the army.
After looking at the documents, the traffic police officer said that “partial mobilization” had been announced in the country, so he would have to go to the military registration and enlistment office. There, Khaidarov was met by a duty officer who called for an officer, after which he was taken to an office where there were four more people. In the office, Mehroj Khaydarov told them that he was a full-time student with the right to deferment, and also informed them of a disability of the third group, for which they began to demand a certificate from a doctor.
According to the young man, they began to ask him many questions in fluent Russian. At home, he speaks Uzbek with his family, and due to the diagnosis, he can understand speech when a person is close, in other cases he reads lips. Fluent speech confused him and he lost the thread of the conversation,
Simultaneously with the questioning, Khaidarov was given documents to sign, and on one of the sheets they were asked to write down several sentences under dictation. He does not remember the contents of the documents. “I don’t know what words were there, because he dictated them to me, I didn’t understand the meaning,” Khaidarov told Mediazona journalists.
After signing the documents, his phone was taken away from him, and then he ended up in unit No. 19612 - he was given a uniform and settled in the barracks.
Later, his father came to the unit to Khaidarov, he managed to get through to him from the phone of one of the conscripts. After the arrival of Khaydarov's father, they sent him to the military medical commission in the hospital next to the unit. Doctors, he said, asked to bring the original medical documents. Then Khaidarov went to the unit, collected his things, and then went to the nearest railway station. He never returned to the unit.
In March 2023, the police detained him at the station, saying that he was a deserter and a case was initiated against him for leaving his place of service without permission during the period of mobilization (part 5 of article 337 of the Criminal Code). It turned out that on November 1, after Khaidarov left home, the commander signed an order on his enrollment in the lists of personnel "for all types of support."
No measure of restraint was chosen for Khaidarov - now he is in the Moscow barracks of the Preobrazhensky Regiment. Khaidarov's lawyer sent complaints to the Prosecutor General's Office, the Investigative Committee and the mobilization commission of the Moscow Region.
