On April 11, the State Duma will consider amendments to the law on military service in the second reading. They involve the introduction of electronic agendas, said Andrei Kartapolov, head of the State Duma Defense Committee, during a conversation with reporters on April 10. In addition, according to him, draft dodgers will be banned from traveling outside the country and applying for loans and credits. The words of the deputy are reported by RBC and Kommersant.

“People do not always live at the place of their registration, sometimes, for objective reasons, notifications simply do not reach them. Of course, such citizens cannot be recorded as deviationists, and even more so they cannot be held accountable. Therefore, it is proposed to duplicate the sending of traditional summonses in electronic form, citizens should be able to remotely familiarize themselves with the notice of the military registration and enlistment office,” Andrey Kartapolov said. According to him, electronic and paper summonses will have the same legal force. It is assumed that those liable for military service will receive electronic alerts through the State Services portal.

“For those who evade, a number of interim measures will be provided. So, if a person does not receive a summons or pretends that he does not receive it, then he will be obliged during the next call within two weeks to voluntarily appear at the military commissariat. If he does not do this, then he will receive a notification digitally signed by the military commissar that travel restrictions are being introduced and other restrictive measures will follow,” said Kartapolov.

According to the deputy, if a person liable for military service does not come to the military registration and enlistment office after that, after 20 days he will be banned from driving vehicles, concluding real estate transactions, registering individual entrepreneurs, and also taking loans.

The bill was submitted to the State Duma in January 2018. At the same time, there is still no version of the document on the website of the State Duma, which would talk about electronic subpoenas and the introduction of restrictions for dodgers. Instead, there is talk about the possibility of serving summonses by registered mail with acknowledgment of receipt to the address indicated in the documents of military registration. In addition, the document proposes to search for and detain evaders if a criminal or administrative case has been opened against them for failure to fulfill military registration duties.

The bill was adopted in the first reading on April 3, 2018, and in the second reading on February 22, 2022. On April 6, 2023, it was decided to return the document for consideration in the second reading.

Andrei Kartapolov said that legislators do not abandon the wording about summonses sent by registered mail, but add the ability to duplicate notifications in electronic form.

According to the current legislation, subpoenas are handed over only in person against receipt.
