The State Duma plans to legalize electronic summonses and ban conscripts from leaving the country

Amendments to the law on military registration, which parliamentarians are considering today in the second reading, have been published on the State Duma website. The file with the amendments is named “text accepted in the second”.

For failure to appear at the military registration and enlistment office, the person to whom the summons was sent will be prohibited from:

• travel abroad
• drive
• take out loans
• be self-employed and individual entrepreneur
• register real estate and car

Military registration and enlistment offices will be able to send electronic summonses: they will be considered served from the moment they appear in your personal account. The document specifies two electronic resources - the State Services website and the personal account of the Register of Summons.

In addition, military registration and enlistment offices will send summonses by registered mail. The summons will be deemed served 7 days after it is sent, even if the person does not receive it in person.

Military registration and enlistment offices will have the right to send summons to the place of actual residence of a person, and not to the place of his registration.

Military registration and enlistment offices will be able to receive information about possible conscripts from universities, colleges, election commissions, the Pension and Social Insurance Fund, the Pension Fund, courts and other organizations.

In addition, citizens of the Russian Federation will be able to apply for contract service through Gosuslugi.

The function of deleting an account has returned to the Gosuslug website. It has been unavailable since the end of March. The Ministry of Digital Development explained this by “increasing hacking of personal accounts.”
