
The Ministry of Internal Affairs plans to receive the right to verify Russians who continue to use the rights of citizens of Ukraine after abandoning the Ukrainian passport. TASS and Sota drew attention to the corresponding draft Decree of the President of the Russian Federation.
What is said in the decree. The document will be complemented by a law that simplifies the procedure for refusing Ukrainian citizenship for Russians, noted by the publication Vedomosti.
According to the Law of March 18, 2023, Russians may abandon the Ukrainian passport without receiving confirmation from Kiev. To do this, they need to fill out a special form.
After that, the Russians take on the obligation not to perform actions that are related to the rights and obligations of citizens of Ukraine.
If the Ministry of Internal Affairs discovers that a Russian who refused the Ukrainian passport enjoys the rights of a citizen of Ukraine (for example, receives a pension), then they will be a conclusion. Later, the document will be sent to the Russian citizen himself and to the FSB. It is assumed that the period of such a check will not exceed three months.
The draft Decree also affects the residents of the occupied regions of Ukraine - Crimea, Donetsk, Lugansk, Zaporizhzhya and Kherson regions, Writes Vedomosti. In a conversation with the publication, lawyer Alexander Malakhov said that the police could check those citizens of Ukraine who have not abandoned the passport.
“This is an acute question whether it is precisely the method of inspections of the Ministry of Internal Affairs to identify people negatively configured in relation to Russia and what to do with them then to refuse their rights,” said Vyacheslav Podavnin, head of the Center for analytical and practical studies of migration processes.
What you need to know. In July 2022, Russian President Vladimir Putin signed a decree that allows all residents of Ukraine to receive Russian citizenship in a simplified manner. Later, the heads of the Ministry of Foreign Affairs of Ukraine Dmitry Kuleba said that the decree is "insignificant and indicates only Putin's aggressive appetites."
