Everyone hears how the president annually in every message and in communication with the people praises these sides of state care and says that every year they are better. And he gives more money for this.

Both points of view are true! And the people are right and the power of law. Because the worse education and medicine for people, the better for the authorities. This is not a paradox.

Good folk education is unprofitable to the authorities, and the bad is beneficial.
