“The law explicitly provides for the use of the State Services portal only for sending out notifications about military registration, application and removal of restrictive measures, as well as for accessing information in the register of summonses, which has not yet been created,” the ministry clarified.

Changes in the army conscription procedure are related to the law on the digitalization of military records, which Vladimir Putin signed on April 14. On April 11, the State Duma supported the bill in the second and third readings. On the same day, the chairman of the Duma Defense Committee, Andrei Kartapolov , said that during the next spring conscription, summonses would not be sent out through State Services.

The signed law introduces restrictions for draft dodgers - if a person subject to conscription does not appear at the military registration and enlistment office within 20 days, he may be deprived of the right to drive a car, register real estate, and take out loans. Those who received the summons are prohibited from leaving Russia.

Now military registration and enlistment offices will also be able to send not only paper, but also electronic summonses. Electronic subpoenas will be considered received from the moment the document is posted in the citizen’s account on State Services, postal subpoenas - from the moment of sending.

All subpoenas will begin to be entered into a single register - seven days after a person appears on the list as a recipient of the document, he will be considered notified and will be required to appear at the military registration and enlistment office. This does not depend on whether he actually received the summons.

In addition, the bill allows 18-year-olds to be contracted upon entry into the service, rather than after three months of training.
