
It is assumed that as a result of several meetings, the first of which will be held in Berlin at the end of April, Russian opposition forces will find the form of unification and substantive discussion of their plans. Meetings should be devoted to the formation of the real representation of millions of opponents of war and supporters of democracy. The setting of the problem itself inevitably implies the maximum connection of the coalition with people remaining in Russia. An effective coalition is also necessary for negotiations with the West.
The main strategic goal of this process is to build a democratic legal state in Russia. This topic is the main one, because in relation to the military aggression of Russia against Ukraine, the general position has long been formulated and well known.
The unification process was delayed. There are many reasons. Let us dwell on some of them that set us practical tasks.
First . The public discussion of the tasks of the opposition is decisively based on the opinion of those outside Russia. This is because millions of people who are in Russia are forced to be silent so as not to undergo criminal prosecution. This is especially true for those who continue to conduct a vital human rights work in Russia, which in certain cases is more important than public statements. The participation of such people in anti -war meetings abroad and their influence on the content and results of these meetings are now almost impossible.
This problem is partly resolved if we can ensure that representatives of public forces and leaders who are in Russia, including in places of imprisonment, have a meeting dedicated to the opposition to unite the opposition. These representatives should be carefully heard, their position should be taken into account in the documents developed by conferences.
Second . Due to the natural development of political events in Russia, the most famous opposition were previously related to the regimes of Yeltsin or Putin, actively made their career in the 1990s or at the beginning of the zero. At the same time, the mass of civilian initiatives in these years was suppressed as, for example, trade union and environmental movements. And in the last pre -war years, there was also an active increase in the participation of young people in the policy, the creation of youth opposition, journalistic and human rights projects, which the authorities actually defeated. Therefore, almost none of the listed forces in foreign opposition circles is represented.
In particular, the left democratic anti -war forces turned out to be weakened. The left movement opposing the Communist Party turned out to be split, and the party layer of the Communist Party, which does not support the war, is subjected to pressure and repressions from both the authorities and party leadership. It is known that now anti -war democratically tuned left forces are united, for example, under the project “Cocalists against the war”.
It is critical to achieve that the most noticeable representatives of these forces - youth anti -war movements, anti -autorite left - take part in the formation of the coalition.
Why is this so important if these forces are poorly decorated and, it would seem, should not affect the views of Russians? The fact is that in the representation of people of the left-democratic views in power, oligarchs and “liberals” remain and remain, who ensured the formation and stability of the Putin regime. Rushing with the Putin elite and opposing it today, they are natural participants in the coalition of anti -war forces. But among Russians there is a noticeable distrust of immigrants from this elite, although sharply opposing regime. And the emerging opposition coalition should take into account these circumstances.
Obviously, the formation of a wide coalition is most harmful to the radical positions of some opposition representatives. Namely, direct calls for armed resistance, as well as the proclamation of the need for territorial separation of Russia. It is impossible to allow these issues to destroy the unification processes, and under any circumstances a compromise should not make the interests of the mass anti -war movement to the victim with a radical minority.
To know the opinion of democratically and anti -tuning Russians on the most key issues of the upcoming coalition, we turned to the signathers of the petition “No War!” In the early days of the war, this petition was signed by 1 million 300 thousand people who demonstrated that they have anti -war and democratic views. We conducted two anonymous surveys among the signatories - “People within the Democratic Movement” and “Goal. Methods. Consequences". For some positions, the results were unexpected.
In our first survey, 2088 people participated. Conclusions .
First . It turned out that 78.4% of respondents remain in Russia. This is a very important result.

Second . The data obtained clearly confirmed the request for the real association of the opposition. So, to the question “what topics do you consider to be the most urgent for discussion within the opposition” the majority (more than 70%) chose the answer “Consolidation of democratic forces”. Many wrote about consolidation/unification in a free response to the question "What, in your opinion, is most lacking in the anti -war movement?"

Third . According to the answers to the question “what democratic forces are you more focused on” the Navalny team (FBK) was in the first place - 26.3%. In second place with a slight lag - Maxim Katz and his team (21.7%). And in third place (13.8%) - Mikhail Khodorkovsky and Harry Kasparov with the Forum of Free Russia.

Fourth . About 45% of respondents, most of whom are, recall, in Russia, noted a decrease in the support of war to one degree or another. At the same time, 32.8% claim that they personally managed to convince a certain number of people in their surroundings.

In our second survey, 1197 people participated. Conclusions.
First . The answer showed that there are more right democrats (32%). The left democrats, although less (20%), but their number cannot be neglected. And 48% will focus on specific programs of parties or politicians. It follows that the unification of the right and left democrats is extremely desirable.

One of the most pressing issues now, which has aggravated after the murder of the “military commander” and the propagandist of the Tatar - “should a wide coalition of anti -war forces include, including representatives of organizations publicly supporting shares similar to the murder of Dugina and Tatar.”
The answer showed that it should not (62.8%). But, nevertheless, a significant percentage (29%) believes that they should be represented in a wide coalition.

It would seem that the picture is similar to the previous question, and a wide coalition should be based not only on most, but also on the minority, if it is a noticeable part. But in the second case, the question is not about the unification of people with different political positions, but about the unification of people with different moral ideas. And therefore, it is obvious that if a wide coalition includes people who allow the terrorist attack as a political struggle method, this will contribute to a sharp decrease in the coalition itself.
Third . The last important question that we want to pay attention to is “how a democratic opposition should express its attitude to the possible collapse of Russia?” - He divided the audience almost in half.
55.8% believe that the democratic opposition should declare the goal of preserving Russia in maximum federalization and guarantees of rights of cultural and ethnic communities. And 41.8% - that should not impede the free exit of the national republics from Russia.
