In Yekaterinburg, the trial in the case of Yevgeny Teterin, the chairman of the Sverdlovsk regional branch of the Union of Russia's paratroopers, who is also a member of the Public Chamber of the Sverdlovsk Region and the ex-head of the local Unarmium, resumed. In November 2021, Evgeny Teterin was arrested in the framework of the criminal investigation on mediation in the transfer of bribes on an especially large scale (part 4 of article 291.1 of the Criminal Code of the Russian Federation), he was charged with three episodes for a total of more than 13 million rubles.

According to investigators, bribes through Teterin for tax officials were transferred by crushed stone miners. So they tried to “resolve” the issue with the results of the audit, which showed that enterprises caused environmental damage in the amount of about 400 million rubles. In addition to Teterin, the heads of the Shabrovsky quarry LLC Ibad Gurbanov and Ural Schellen LLC Vyacheslav Ivanov were detained.

According to the case file, the public figure transferred the money to another “resolve”, and he had already conveyed it to the representative of the supervisory authority.

During the arrest at Teterin, a search was carried out, a collection of watches, cold and firearms was seized. On November second, last year, the sensational case of bribes was received by the Verkh-Isetsky court of Yekaterinburg, since then, Judge Julia Merkulova has tried to hold at least one meeting on the merits. Evgeny Teterin left Yekaterinburg, violating the recognizance not to leave. However, he did not take permission from the investigator.

According to the certificate read in court, back in November, the day before the appointed court hearing, Teterin went to the Donbass as a representative of the Commissioner for Human Rights in the Sverdlovsk Region Tatyana Merzlyakova. But his departure is unlikely to be associated with human rights activities. In November, the media increasingly began to say that Russian courts use the fact of participation in the war in Ukraine as a mitigating circumstance when sentencing.

Teterin took advantage of the situation, and now he is not just a citizen, but a member of him, who is suspected of committing a criminal offense, which may affect the sentence.

The lawyer petitioned the transfer of the trial for the next year, but the judge agreed to postpone the meeting only until December 29. However, before the New Year, the defendant did not appear again, and the judge again transferred the meeting - now on April 14 of this year. Oddly enough, the defendant of the criminal case, who violated the preventive measure, no one announced the wanted list. And how do you announce when so many respected people are bothering for him? In court, the regional Ombudsman, representatives of the Central Military District (Central Military District) and the Administration of the Sverdlovsk Region were asked for condescension to him.

Merzlyakova told reporters that she had consulted "with the great judges in Moscow." She sent a petition to the court to transfer the process, but it was rejected.

According to the Ombudsman, “mobilization today is the most important reason why a person may not come to a preliminary hearing. Well, we have not yet ruled the legislation due to mobilization ... I did this, yes, this is my choice. I ask you to understand that I work primarily for a person. I risk, sometimes removing conventions. ”

Apparently, having pulled out all the large fathers of the Sverdlovsk region from the Zone of his own, Evgeny Teterin finally returned to Yekaterinburg and attended a court hearing, where criminal offenses committed by the investigation they committed.

Intermediary for bribes to the FSB

At the meeting on April 14, three witnesses were interrogated in court and announced three episodes on which the charge is being built. According to Ean, the director Vyacheslav Ivanov, the director of Ural Crushedral LLC, was the first to call - with a career located in the village of Shabra near Yekaterinburg, the main episode of the criminal case is connected. According to the investigation, the audit revealed environmental violations there for the amount of more than 400 million rubles. To avoid the consequences, Vyacheslav Ivanov decided to pay off a bribe of 4.5 million.

He transferred part of the amount to the intermediary - the director of the Shabrovsky career Ibad Gurbanov. He gave the money to the teterin, and the paratrooper had to take them further along the chain.

Ivanov said in court that at the end of 2020 he had a visiting tax audit, it was about a short -term case of 30 million rubles. In order to “pay off” the tax authorities, Ivanov turned to Teterin, and he offered to pay 5.5 million rubles of taxes, pay 5 million on account of debt (Ivanov with a partner, director of Shabrovsky quarry LLC Ibad Gurbanov, borrowed 35 million rubles from Teterin) and 4.5 million - supposedly to solve the problem of tax authorities. Since Ivanov did not have such money in his arms, he entered one million rubles in advance, but Teterin considered that this amount was on the return of the debt.

According to the second episode, Ivanov said that on suspicion of bribery, he and Ruslan Gurbanov, the son of his business partner, fell under the investigation. Teterin could help “solve the problem with the FSB”, and he, according to Ivanov, requested three million rubles to the security forces.

As for the third episode in the case, it is about the “roof” from the FSB for money. Ivanov said that Teterin allegedly promised that for 6 million rubles a certain FSB officer would organize general protection to entrepreneurs, due to which the tax, the Ministry of Natural Resources of the Sverdlovsk Region and the Regional Investigative Committee will lag behind them.

Evgeny Teterin denies all accusations, and his lawyer even stated that Ivanov had given false testimonies.

The court also interrogated Ruslan Gurbanov. He stated that he had fallen under the investigation that he brought in the car a man who later gave a bribe. Gurbanov himself allegedly did not know anything about this. His father has been friends with Teterin for 25 years, so he turned to him to help to hush up the matter.

According to Ruslan, he saw how his father and Ivanov transferred 5-6 million rubles to Teterin, but could not describe in which bills there was money.

Ibad Gurbanov himself told the court that around 2019 he occupied 35 million rubles from Teterin to buy a career. The parties were not signed. “I am a military pensioner, Teterin knows me as an honest officer, so we agreed in words. The deadlines for the return of money were not stipulated, they decided that in terms of repayment of debt, we would pay Teterin the amount with interest on a monthly - this is about 600 thousand rubles, ”the businessman Ean quotes .

According to 66.ru, Ibad Gurbanov and Vyacheslav Ivanov were taken into custody with Evgeny Teterin in November 2021. Subsequently, the materials of each of the accused were brought into separate office work. However, after transferring cases to the courts, the security forces faced a number of problems. So, the Upper Island Court of Yekaterinburg returned the materials of the case of Ivanov’s case to the investigation with this wording: the indictment was compiled in violation of the requirements of the law. Ivanov’s “asset” is an accusation of only one episode under Part 3 of Art. 291 of the Criminal Code of the Russian Federation ("Giving a bribe to the official").

In March of this year, the court found Ibad Gurbanov guilty under Part 4 of Art. 291.1 of the Criminal Code of the Russian Federation (mediation in bribery on an especially large scale) and according to paragraph “b” of part 2 of article 171 of the Criminal Code of the Russian Federation (entrepreneurial activity without a license, if this act caused major damage to the state and is associated with the extraction of income on an especially large scale). He must pay a fine of 2.8 million rubles.

Another accused, Sergei Gorokhov, died before the start of litigation. According to investigators, he acted as an intermediary when transferring money between Teterin and security forces who initiated the case against the leaders of the Shabrovsky quarry LLC.

The next hearing will be held in May. Of course, if the first persons of the region do not send an indispensable public activist somewhere else with an important mission.

In general, Evgeny Teterin is related to 25 registered enterprises, including commercial firms, public organizations, partnership of housing owners and others. 15 of them have already been liquidated by decision of the tax.

Now Evgeny Teterin is still heading the Russian paratrooper union in the Sverdlovsk region, and is also the chairman of the regional "organization of assistance to veterans of military operations and military conflicts." He is the first deputy chairman of the board of the Russian Union of Afghanistan Veterans for the region. In addition, Evgeny Teterin is still part of the regional public chamber.
