In Orenburg, the dogs bit the child to death to death. Now the authorities want to allow the murder of homeless animals

After the attacks of homeless dogs on children in the Russian regions, the authorities and social activists again started talking about the possibility of shooting animals. The bill is promoted by the former mayor of Yakutsk Sardan Avksentiev and the inhabitants of the injured cities. Against the amendments are animal defenders.

On April 16, in the industrial district of Orenburg, a flock of homeless dogs bite the boy to death. According to media reports, the second -grader Maxim gathered with a friend of sweets from the neighbors in honor of Easter. After he brought sweets home, he asked for a walk for another hour. During a walk near the garage cooperative, dogs attacked him. Maxim died from injuries on the spot.

The regional department of the Investigative Committee opened a criminal case of negligence, which entailed by negligence of the death of a person (part 2 of article 293 of the Criminal Code) and the provision of services that do not meet the requirements of security (paragraph “c” of part 2 of article 238 of the Criminal Code). The investigation promised to give a legal assessment of the actions of the persons responsible for the capture of stray animals in the city.

For several days, investigators conducted searches in the UZHKH of the Orenburg administration and in the ANO “We found a friend”, responsible for the capture of stray animals, and also interrogated the head of the city administration Sergei Salmin and his first deputy Alexei Kudinov.

As a result, on April 18, the head of the department of housing and communal services of the Orenburg administration Anatoly Baikarov was detained . He was charged with negligence, which entailed the death of a person by negligence. The investigation petitioned for his detention.

Also, after the attack on the boy, specialists from “We found a friend” found seven dogs at the scene. Four animals without tags were taken to sterilize and install tags. Three weeks later, they should be returned to the habitat, they said in the city hall. The remaining three dogs were already with tags, so they were not subject to seizure and should live in the usual habitat on the basis of federal law.

At the same time, local residents have previously repeatedly complained about a flock of stray dogs in the area.

The city hall claims that experts took off the hopeless animals, and after the expiration of the overexposure of dogs returned them back.

The attack in Orenburg has become the most loud in the last month, but it was not the only one. On April 13, Chita.ru wrote that in Chita a flock of dogs attacked a 5-year-old boy, and one of them supposedly bit the janitor on the same day. On April 17, in the city of the Investigative Directorate of the SK, a check began due to media reports about a new attack of animals on a child. Also in Chita introduced a regime of increased readiness in connection with the increasing cases of attacking homeless dogs.

“Chitintsev is asked to observe all precautions, not to send young children and pensioners to the streets unaccompanied,” writes 75.ru.

Residents of Astrakhan encountered similar problems. In March of this year, the media reported that a 53-year-old man and a 44-year-old woman with “torn-bitten wounds” were found in the city. Wandering dogs assumed to be attacked by them. RIA Novosti also wrote that in April, street dogs were bitten by a pensioner. Dozens of local residents went to the rally demanding to solve the problem of aggressive stray animals.

Now in Russia there is a law "On responsible animal handling." According to him, homeless dogs should be caught and transferred to shelters. There, animals are sterilized, and then marked with special marks - tags.

Photos of animals are published on the Internet. After that, some animals find the house, and the rest, in case of non -aggressive behavior, are released back to the streets.

Also, from March 1, 2023, Russia has been inherent in the government to prevent the attacks of homeless animals on people. It describes cases when such animals pose a threat. For example, if they are located without owners in places of mass stay of people, in the area of ​​heating networks and garbage tanks, as well as with their manifestation of unmotivated aggression against other animals or humans.

“Among the measures to reduce the risks of stray animal attacks, the regional order should be assumed to monitor the state of the population of such animals, their detection and capture, followed by an animal shelter,” the instructions said.

Against the background of attacks, residents of Orenburg created a petition demanding to return the shooting dogs. At the moment, it is inaccessible, but, according to media reports, 22 thousand people managed to sign it.

The city hall has already requested five million rubles from the government for catching and sterilization of animals, and the head of Orenburg, Sergei Salmin, promised to make a legislative initiative to solve the problem. In particular, he suggested euthanizing aggressive dogs who could not find the owner. According to him, otherwise, people can begin to go out onto the streets and independently shoot animals.

“Dogs need to be caught, taken from the street, placed in shelters. If the dog is aggressive and did not find its owner, then you need to euthanize it with a humane way, ”Salmin said.

He noted that 22 days of maintenance of one animal in the shelter cost 13 thousand rubles, i.e. 590 rubles per day. At the same time, according to him, the cost of a child’s nutrition in schools of the Orenburg region is only 182 rubles. The estimates of the cost of animal content presented by Salmin look a little high. In the Moscow region, for example, the authorities allocate only 150 rubles for a dog per day, they told the Nick animal assistance fund.

Also, the special representative of the President of the Russian Federation on environmental activities, ecology and transport Sergei Ivanov spoke up for the euthanasian of dogs. According to him, unclaimed animals in the shelters should "humanely kill themselves if we want no homeless dogs that roam the streets and regularly kill people."

All this happened against the backdrop of the former mayor of Yakutsk Sardana Avksentieva on the background of the former mayor of Yakutsk on the right of regions to regulate the number of hopeless animals. According to her idea, the constituent entities of the Russian Federation, in agreement with local residents, will be able, among other things, to euthanize dogs.

The name of Avksentieva itself was already in a scandal with the murder of animals. When she was the mayor of Yakutsk, in the city point of overexposure, the zoo defenders discovered more than two hundred corpses of dogs and cats. According to official figures, they were strewn due to contact with the infected rabies of animals, but in the history of the authorities, human rights activists found many inconsistencies. As a result, a criminal case due to the death of dogs and cats was never instituted.

“I did not give instructions about the killing of animals at the oven. In vain I am accused of this. This is slander! " - Avksentieva said then in her social networks.

Against the bill of Sardan Avksentieva was opposed to animal defenders. They created a petition, which has already signed more than 63 thousand people. Its authors believe that instead of “untying the hands of doghanters and sadists”, it is necessary to promote initiatives in the government on the monitoring of the expenditure of budget funds allocated to the OSV (capture-sterilization-vacecination-reversal).

The same opinion is held by the president of the Nick Foundation for animals Vera Mitin. She told Novy-Europe that amendments to the law "will lead to a mass murder of animals and throw back the situation several years ago."

Mitina explained that now the law obliges all the constituent entities of the Russian Federation to use the APV system or take animals for life -based content in shelters. At the same time, the second option is designed for a large number of shelters, which are not enough in the regions.

“OSVV exists in order to reduce the animal population on the streets, prevent fury outbreaks and reduce the load on the shelters. The ATV system is the most effective way to significantly reduce the number of homeless animals, subject to sterilization from 60% to 80% of the population in one season, is a very important factor for the success of the program, ”said Mitina.

She also gave several positive examples of the implementation of the program: in Nizhny Novgorod in 2014 there were seven thousand homeless dogs-by 2020 there were 800 left, in St. Petersburg due to the vaccination of dogs for 30 years, cases of infection of animals rabies have not recorded. She also attributed the Moscow, Voronezh and Vologda regions to regions with qualitative changes.

At the same time, in other constituent entities of the Russian Federation, the requirements for humane control of the number of homeless animals are ignored. In such cases, the tender for the performance of ATB services is won by contractors who offer the lowest price. “Behind this is the extermination of animals with different methods: poisoning, shooting and others,” Mitina explained.

If such methods are legalized thanks to a new bill, then "we will encounter chaos in which it will be impossible to track the reduction in the number of homeless animals."

Also, according to Mitina, there will be a risk of loss and pets.

Tatyana Romanova, the head of the company “We Finding You”, who was responsible for catching stray dogs in Orenburg, believes that victims in the city will appear until the authorities accept another law.

“The law should prohibit the breed of animals, it should prohibit self -riding, it should forbid to throw animals into the street. We have concluded a tender with the city administration for catching animals. We must sterilize them and release them in the same place where we took it. These are all our functions. But the animal on the street remains hungry, cold and gets down into the pack. Cut the organs - do not equally solve the problem. We were forbidden to shoot, but there is no fruit. The program for preferential sterilization for the poor population is also not supported. How many more victims will be? " - said Romanova.

The deputy chairman of the State Duma Committee on Ecology Vladimir Burmatov also opposed various initiatives about the shooting of dogs.

“We have mayors who are nostalgic according to the previous system, when the mass shooting of the dogs was allowed. When this was not a serious criminal offense and brought millions of absolutely unaccounted funds. It was such a corruption cutting article of the budget. And some mayors still cannot recover from the fact that this bench was covered, ”Burmatov told the“ climb ”.

The guilty of the boy’s death in Orenburg, he called the director of the shelter who is engaged in the catch of dogs, and officials who entered into a contract with the organization and did not control the quality of the services provided.
