Earlier, “New”, along with a dog handler, Anastasia Egorova told why the murders would not solve the problem and why the current legislation is effective if it is fulfilled. Today we talk about how things are in regions where the current laws are respected to varying degrees.
The Zoo Protection charity foundation turned to the governor of the Sverdlovsk region Evgeny Kuyvashev demanding to listen to the voices of those who are against the murder of homeless animals.

“The irrevocable capture (euthanasia and shooting) has already been used in our country and in our area, but did not solve the problem of the number of homeless animals.Obviously, you need to fight not with the investigation, but with the cause of the homelessness of animals. If the changes are accepted only in relation to the homeless animals themselves and do not affect people's responsibility, then this will not solve the problem, while it will cause even greater social tension in society, since a huge number of people will protect homeless animals, prevent the capture in order to avoid their adoption in the shelter.
At the same time, this will not affect the number of homeless animals, because on the site of the damaged dogs, “recruits” who have come running from other territories, will immediately appear.
According to public activists, in the Sverdlovsk region there are a number of serious unresolved problems. In Yekaterinburg and the region there are no municipal and state shelters of long -term content of animals without owners. There are no shelters that meet the requirements of the legislation at all. In Yekaterinburg, the only city shelter was founded in 2012 and was designed for only 100 dogs.
All existing contractors of the Sverdlovsk region who carry out events with hopeless animals in the framework of the ATV program,
do not have the material and technical base necessary for the conscientious execution of contracts, in particular, do not have shelters that meet the requirements of the legislation,
Many of them work with gross violations, which is confirmed by the conclusions of the prosecutor’s inspection and court decisions.

Every year, for holding measures in the field of animal management without owners from the regional budget, they provide subventions in the amount of 105 million rubles, but only 76% of this amount master. The low percentage of the development of subventions is due to the fact that the municipalities that were transferred to state powers cannot realize them due to the absence of animal shelters in the Sverdlovsk region. The authorities do not monitor the number of homeless animals, in the region there is not even a approved method for this.
And what is especially important: regional state bodies of the authorities do not work on promoting and raising responsible treatment of animals among the population.
According to the zoo defenders, they voiced all these problems constantly. In 2022, Zoozizhvtaya developed and proposed a “Concept for the regulation of the number of animals without owners in Yekaterinburg and the Sverdlovsk region for the planning period 2023–2024”, which was transferred to the Legislative Assembly of the Sverdlovsk Region. The concept includes the creation in Yekaterinburg and the region of six to seven shelters that will work as it is provided for by Federal Law No. 498, which will allow for five to six years to make the problem of homeless animals controlled. The response on the discussion and coordination of this concept by the charitable foundation has not yet been received.
“A person has outbreaks of uncontrolled aggression, what to talk about animals,” says Natalya Gorbunova, a resident of Yekaterinburg. “But all these stray dogs were not thrown into the street?” I am a dog girl, and in one thing I am sure: the dog should live with a person. I am very sorry for animals affected by people. It is a pity the people who attacked the dogs. I see only one way out of this situation - it is necessary to introduce permission to maintain the dog at home, as in Europe. It is important that the future owner can prove his financial viability.
And those who throw animals into the street are fine. Moreover, the penalty should be a serious blow on the pocket of the negligent owner. I played a lot with the grown puppy - pay, and not just put it out of the threshold.

In the third in number of the city of the country, there is only one municipal shelter - the Novosibirsk Center for Passes of Pets (NCPJ). And the program “capture-sterilization-vaccinations-REFT” is carried out in it, as social activists say, “very moderately”. Prior to the change of management in 2019, the organization was accused of eliminating homeless animals, and, according to volunteers, the cost of killing one dog cost a shelter of 12,500 rubles. Svetlana Slesareva, who came to the organization from the zoo defenders, introduced more humane ways of catching animals, but a year ago she quietly left the post. For several years now, local authorities have promised to zoo defenders to build another shelter.

“Last year, the municipal power only allocated land,” said Anna Kosolapova, volunteer. - They, according to estimates, for one dog per month, the maintenance - twenty thousand rubles.
The population does not like this either. What are 20 thousand? People have a pension of 10 thousand. Why can volunteers contain a dog for five thousand a month, and the state needs 20?
Everything rests on ordinary people - the city has several dozen private shelters, and they are catastrophically lacking. Volunteers sometimes take dogs to overexposure to their home - so, 85 dogs passed through the Kosolapova apartment in three years. But, as social activists themselves say, five new ones appear on the site of one dog, and so in a circle. Moreover, most of the “broken” are fashionable thoroughbred dogs “with flaws” that appear due to improper breeding.
“The population produces a huge number of dogs every day,” Anna explains. - We added fashionable Husky for a year of about two hundred pieces, but less they were gone now. Pitbuli ... I'm not talking about mongrels, who are thrown away every day.
In the region, more animals are born more than people who are ready to take them.
When the breeders understand that the beautiful puppies from their favorite dog are not only selling, but simply to attach in good hands - the dogs are on the street. Zoactivists unanimously argue that the only way to solve the problem is the general sterilization of pets and the review of their breeding. Otherwise, all measures to combat stray dogs are meaningless.
Volunteers organized eight points of preferential sterilization in the city, in which a large dog can be sterilized for two thousand rubles. For example, preferential sterilization from the state of such dogs costs 14 thousand, in a private clinic - ten thousand.
“There are free programs,” Kosolapova continues. - When people help the poor to sterilize dogs. The volunteers of all puppies sterilize in three months, not because we are so cruel, but because you can’t control people. We do not want our attached dogs later to make us a whole vatagu, which we will attach again.
With cats in the region, the situation is similar.
“There are Bengals that die in the basements, there were 20 pieces of velophy cats for this year,” the volunteer continues. - They are constantly thrown away. If the cats are sick, they are simply sent to the trash. And there we deal with them.

In January of this year, in the Koltsovo science, the dog attacked an eight -year -old boy. Later it turned out - the dog was a master's, on the so -called "self -rational". And hundreds like domestic dogs, walking like in themselves, but at the same time having owners, is another distinctive feature of Novosibirsk.
“These dogs go into packs, nightmare people, bite because they protect their territory,” says the zoo activist. - But nominally - these are not homeless dogs.
With the permission of the murder of homeless dogs, the situation will not change - only the load from the volunteers will grow, who will take dogs from municipal shelters so that they are not killed.
- Whoever is caught? Good homemade, recently thrown out dogs, ”explains Anna Kosolapova. - And there will not be less wild. NCPJ never ran and will not run after wild dogs, volunteers are engaged in this: they put traps, they track down for weeks, watch paths like hunters.
The volunteer of the first city shelter Tatyana Palkina explains that the natural reaction of animals to massacre is an increase in offspring. When instead of five or seven puppies, 10-15 begins to appear.
“The more animals are killed, the more they become,” she argues. - Why do officials keep hold of the idea of killing stray dogs? I can explain: these are huge, almost uncontrolled money. And here many do not take into account the moment that the murder of animals is dangerous.
You probably know that in houses where there are no dogs, rats immediately begin to multiply. Dogs from the city center will leave, dogs from the outskirts will come to this place, and dogs from the surrounding forests will come to the place of dogs from the outskirts, and this is a source of rabies.

The Rostov zoo defenders and volunteers opposed the amendments and even removed the appeal to the president at the exhibition of homeless animals on April 22–23. Margarita Karpova, Director of the Sterilization Center “Dog Patrol”, believes that in comparison with other regions of Rostov can be called prosperous:
- Nevertheless, we are not Orenburg or Yakutia, our authorities really have a center of hopeless animals, and we are a large zoo -protective community. The result is an opportunity to see a fairly prosperous picture in the city. We believe that our authorities do not flow blood from the fangs.
The only municipal institution in Rostov - the center of hopeless animals - operates according to the OSVV method. He does not organize work himself: through applications on the site, he works with contractors, in fact, playing the role of an intermediary between the housing and communal services department and contractors performing various functions. At the same time, the center has its own base, aviary, equipped territory.
Judging by the information in regional publications, the center of hopeless animals contains more than a thousand dogs, which were reduced until 2018, when the law “On responsible animal handling” was adopted. However, activist Oksana Chernykh, who previously cooperated with the center, says that until 2018 there were 150 individuals on the territory of the center, and after appointing the director of the person from the Department, their number increased: 300 dogs live on Porta Street, and this was where it happened on Volokolamskaya. It happened just in 2018.
“New” tried to get in touch with the center, but there we were transferred to the Housing and Public Utilities Department, whose department it is included. Oksana Chernykh confirms that something to find out and somehow contact the center has become more difficult than before.
There are no serious complaints about the issue of sterilization to the performers, there are rather point cases as with a dog in a western microdistrict, which, despite the tag on his ear, had a brood. Margarita Karpova claims that in this situation to determine whose responsibility is difficult for two reasons.
Due to the similarity of tags-there are only three or four of them.
Contractors are of varying degrees of conscientiousness, they can simply transfer the animal to another city without conducting sterilization.

In the field of housing and communal services, contracts with individual entrepreneurs conclude. And already here, zoo defenders note that dogs are faced with cruelty or poorly performed operations. So, in local publications IP Chernevsky was mentioned , who instead of implementing the ATV program for several years in Novoshakhtinsk cruelly killed animals; IP Zaitsev in Volgodonsk, who, after catching, contained dogs for some time, and then subjected to euthanasia-both were already in the register of unscrupulous service providers.
The fact that the responsible participants in the OSVV process is not enough, Natalya Oskina, a deputy of the City Duma from the Communist Party, also agrees. In her opinion, a control department is needed under the housing and communal services department, which would follow the qualitative implementation of the principle of OSVV starting from the stage of participation in tenders, as well as the registration of animals when they enter the hands of the owners, because of which they most often find themselves on the street.
Due to the lack of such a controlling body, a lot of work falls on the shoulders of volunteers.
The community of zoo defenders in the city is quite large. According to Margarita Karpova, a little more than two thousand people turned to them during the patrol work. Of these, 200 are especially active, which are monitoring packs, problem areas, agree with the owners of certain territories, because there are those who are worth sterilized on their unwillingness due to stereotypes.
The "dog patrol" is sometimes involved in tenders as an elective as a municipal contractor. Margarita Karpova says:
- Over the year, we will sterilize two and a half thousand individuals: under a contract - no more than a hundred, the rest on a charity basis due to donations, grant support. Not a single contractor, including the center of hopeless animals, does not sterilize in such quantities.

On March 15, in the Soviet district of Samara, a flock of dogs attacked a five -year -old boy. The child was injured. At the end of February in the same area, homeless animals almost bit a seven -year -old child. Fortunately, a passerby arrived in time for his aid in time.
According to investigators, the March incident occurred due to the improper execution of the contract concluded by the Department of Urban Economy and Ecology with the Good People LLC-a contracting organization engaged in catching. By the beginning of 2023, eight thousand hopeless animals were revealed in Samara. This figure was voiced by the director of the Flagmanvet hospital Inna Tarasenko. A year earlier, she headed the good people LLC. By the end of April, the company caught about 151 animals.
Contracts for catching with the mayor were concluded by the regional public charitable foundation "Hati". According to the city administration, contractors deliver four -legged to their shelters. They are examined by a veterinarian, then they undergo ten -day quarantine and processing from parasites.
- Dogs that have not detected during quarantine, dangerous for humans or animals, are sterilized, vaccinated from rabies and are subject to marked with clip or indelible label. If necessary, animal treatment is provided, ”the city hall specified.
Additionally, the Hope, Participation, Zoo Spotting and the Flagmanvet rehabilitation center work in Samara. Under the care of the latter - about a thousand dogs and 500 cats. At the end of April, organizations created the “Unified Zoo Protection Alliance”, opposing the amendments to the law that will allow the regional authorities to authorize the murders of homeless animals.
“Now there is a patronage of euthanasia,” said Inna Tarasenko. - In no case we cannot and should not allow it!
Tarasenko is confident that for humane control of the number of abandoned pets, it is necessary to introduce inheritance of pets and fines for their self -collection.
“We proposed to carry out free sterilization of pets, but did not find support,” the girl explains. - There are many options! We need a separate control and supervision instance for the problems of homeless animals. These projects must be financed. We are ready to make it work.

In mid -February, a round table was held in the Samara City Duma, dedicated to the issues of treating hopeless animals. According to the head of the Department of Urban Economy and Ecology Oleg Ivakhin, the control of the number of abandoned pets is undergoing an overall system (capture-sterilization-vaccination-issue) since 2020. Last year, according to this program, good people LLC released a little more than one and a half thousand animals.
- Gradually, on the streets of the city of animals, it becomes smaller. Such work does not give a momentary result. Conducting it sequentially, we show humanity and systematically go to a decrease in the number of stray dogs. This is also facilitated by the significant growth of capture, ”Ivakhin said.
According to him, in 2020, about two thousand dogs were caught, and in the past four thousand individuals. Inna Tarasenko also performed at the meeting.
“We catch dogs with the help of sedation, which excludes injury,” she said. - And although after examinations, sterilization and vaccination, we must return the dog to the place where it was caught, sometimes we make another decision and the animal remains to live in the shelter. This happens when most inhabitants do not want to see a dog in their yard. And we cannot carry out repeated capture of a sterilized individual under the contract. Last year, there were about two thousand such animals.
