Military training camps are held in Russia every year. After the publication of the presidential decree , the Ministry of Defense prepares a directive, sends it to the military registration and enlistment offices, and the military commissars sign the orders. The Russians, who are in reserve , are beginning to send out subpoenas.
Military fees are divided into two types in the law : training and for checking the combat and mobilization readiness of units and military registration and enlistment offices.
Russians cannot be called to training camps more than once every three years. They can call for testing without restrictions. The order of the military commissar should indicate what kind of training you are called to.
Military training is not a conscription or mobilization, so you cannot be sent to a war zone. During the training camp, the Russians are placed in the points of permanent deployment of military units, training centers or camps.
The duration of the fees at one time cannot exceed two months. Their total duration for the “reserve” cannot exceed 12 months. This does not apply to reservists - Russians who have entered into an agreement with the Ministry of Defense.
Russians who are in reserve are called to the training camp . It is formed from women who have a military specialty (officers - up to 50 years old, other ranks - up to 45 years old), and men:
retired from military service and enrolled in the reserve;
who have completed their studies at military universities or at military departments of federal universities under the training programs for officers, sergeants, foremen, soldiers or reserve sailors;
those who have not completed military service due to exemption from conscription;
those who did not have time to complete military service by conscription before the age of 27 due to delays or cancellation of conscription;
those who have not completed military service on conscription without legal grounds up to 27 years;
dismissed from military service and subsequently registered with military commissariats;
completed alternative civilian service.
That is, even if you did not do military service by conscription or contract, but are in the reserve, you may be called up for military training.
These categories are enshrined in law:
women;
Russians who have a reservation for the period of mobilization and in wartime;
employees of the internal affairs bodies, the National Guard, the fire service, institutions and bodies of the penitentiary system, enforcement agencies and customs authorities;
civilian personnel of the Russian armed forces and other troops;
employees of aviation and railway transport, the flight and technical staff of these organizations;
floating composition of the sea and river fleet, as well as the fishing industry - during the navigation period;
Russians employed in sowing and harvesting;
pedagogical workers of educational institutions;
full-time or part-time students;
those who have three or more minor children;
having grounds for deferment from conscription for military service;
located outside of Russia;
members of the Federation Council, heads of regions;
completed alternative civilian service;
retired from military service; they are entitled to exemption from military dues for two years from the date of discharge.
Before the military training camp, all Russians who were called on the agenda undergo a medical examination. Notify about the call no later than 10 days before the start of the training camp.
came into force in Russia On April 14, the law on electronic subpoenas . Now military registration and enlistment offices have three ways to send subpoenas: electronically to the State Services, by registered mail or in person at the place of registration, residence, work or study. Moreover, now it will be considered handed over, regardless of whether the person liable for military service saw it and whether it reached him at all (previously, the summons was considered handed over if the recipient took it personally and signed on its receipt).
that Andrey Kartapolov, the head of the State Duma Committee on Defense, assured summons for military training will come in the same form, but in a number of regions where technical capabilities allow, they will also be duplicated electronically.
For this, only administrative responsibility is provided: a fine of up to three thousand rubles. There is no criminal liability for non-attendance.
If a person does not come according to the agenda, the military commissariat must take "all necessary measures to call him up and deliver him to the place of military training." To do this, he can involve the police.
In addition, after the adoption of amendments to the law “On military duty and military service”, the military commissariats may temporarily restrict Russians who did not appear on the agenda from traveling abroad, registering transactions and individual entrepreneurs, issuing loans, driving a vehicle, military lawyers ( warn telegram channel of lawyer Maxim Grebenyuk).
You can ignore the agenda if there are good reasons, documented . These include sickness or disability associated with disability, severe health conditions of relatives or their funeral, as well as obstacles due to insurmountable circumstances.
There are no cardinal differences from military training camps of previous years, write Military Lawyers . As before, Putin's decree contains clauses "for official use." They, as a rule, indicate the number of those called up for training camps. The categories of people who are called up for training camps have not expanded.
The main difference, Military Lawyers points out, is that restrictions can now be imposed on a person liable for military service due to the amendments adopted in April.
