For example, in Moscow there is such an institution as municipal deputies. So the average budget expenditure of the Council of Munds in the district ... 800 rubles per person per resident of this area. Munds have no authority.

2. Their function throughout the world to plug those holes with which bureaucracy cannot cope. These are ecology, stray animals, garbage, landscaping, human rights, education, medical care, etc.

In Russia, everything has become bad with this now - at the NGO, the label of “interfering under the feet” is glued (at best, in the worst - the enemy of the people).

Nothing else was invented. There are also media that help to open the "ulcers of society", but then the presence of healers is important. There are also courts through which you can influence officials (but everything is also complicated here).

True, recently in countries without Stato and without “healers” they come up with digitalization in order to somehow lower the arbitrariness or inaction of officials. China and Russia were especially advanced in this matter.

“State Services” and the MFC really greatly helped the lower Russians in interaction with the lower bureaucracy. I recall the same passport tables in the Ministry of Internal Affairs and compare with how just it became with this issue in the MFC. Or as the traffic cops on the road were replaced by video cameras.

Maybe at this pace we will soon grow to the point that the deputies and judges will replace AI (in China there are already the first experiments with the judges-ai). ”
