What were the small drama theater in St. Petersburg for the fined and “sealed”? Here are the claims of Rospotrebnadzor: there are no numbers on the mop, and vegetables are poorly cleaned in the kitchen

On May 17, the Small Drama Theater - the European Theater opened after 11 days of suspension in the "sanitary business". They decided not to close the violations identified by Rospotrebnadzor, the Kuibyshevsky District Court of St. Petersburg fined the institution for 15 thousand rubles (part 1 of article 6.3 of the Code of Administrative Offenses). A delegation of four employees of Rospotrebnadzor appeared at the meeting, who explained for two hours why mop and buckets should be marked in the theater, and the root crops should not lie in the dining room.

Rospotrebnadzor closed the MDT following a visit to May 5 - the prosecutor’s office initiated the audit. The doors of the theater on Rubinstein were sealed from May 6. MDT problems began after denunciations of actors. In April, the theater transferred the performances “Hamlet” and “Oddness and love” with Danila Kozlovsky, who is checked for “discrediting” of the Russian army. The actress Ksenia Rappoport participated in them, on which, like Kozlovsky, a pronounced activist and head of the public organization “Federal Safety and Combating Corruption” Vitaly Borodin wrote a denunciation. Two days before the meeting in the Kuibyshevsky District Court, Danil Kozlovsky went on vacation “for personal circumstances” before the end of the year and stated that the May productions of MDT with his participation were canceled.

The representative of Rospotrebnadzor Tatyana Lanko on May 17 in the court stated that during an unscheduled audit in the MDT, "numerous violations were identified, which in their aggregate posed a threat to the population." In total, about 20 violations are indicated .

The court accepted the protocol only on the second attempt. For the first time, the case materials were transferred on May 10, but then returned to the compilers due to the fact that Rospotrebnadzor did not indicate which of the violations threaten the population and how.

Swabs and buckets without marking

At the meeting on May 17, four representatives of Rospotrebnadzor came, who recorded violations and made a protocol.

“These are three specialists in their field and significance,” Tatyana Lanko presented them.

A significant part of the sanitary service claims was related to improper cleaning control. The protocol as violations indicates:

• defects in the decoration of walls in the room of the water -metal unit and ventilation chamber;

• There are no results of instrumental measurements of the volume of air hood;

• harvesting equipment is not marked, there are no conditions for washing inventory;

• There are no instructions for the preparation of working solutions of the disinfectant "Nika";

• There is no briefing on disinfection.

Judge Alexander Zhukov had questions for the listed violations. In particular, why Rospotrebnadzor considers a violation of the absence of a separate instructions for using the Nick cleaning tool if it is indicated on the packaging.

The small drama theater in the court was represented by Executive Director David Volfovsky and lawyer Vladimir Strubelvtsev. The lawyer called Rospotrebnadzor remarks "insignificant and formal."

The lawyer of Strublevtsev noted that in 2019, during the previous audit of the Rospotrebnadzor Theater, “everything arranged”, including the condition of the walls and gender. During this time, no serious changes in the theater occurred. Employees of the sanitary service rated by the fact that the norms since 2021 were tightened.

- If there are no markings [on the harvesting inventory], then the employee will take the bucket that he likes will divorce the solution in an incomprehensible way, because there is no instructions. From this bucket, the cleaning lady with some kind of railing will rub the railing, and then he will go to wash the toilet. Then the cleaning of the floor will begin from the same bucket. Surviving everything safely, he will carry it into the room with a falling decoration and a poor -quality floor. The next day, the same thing will happen again. And the audience and employees of the theater with their hands will accept all this on themselves, ”the representative of Rospotrebnadzor believes.

Representatives of MDT insisted that the quality of cleaning does not depend on the necessary marking on a mop or bucket, but on the bona fide labor of cleaners.

- Why do you initially proceed from the dishonesty of the theater employees? Why do you think that the cleaner does not give a damn that she will rub the sink and the railing with the same rag with the same rag? - says the lawyer of the Stoluchelvites. - In addition, the check was carried out incorrectly. The theater has a place for washing inventory.

Kozlovsky and rapport without fluorography

Rospotrebnadzor did not arrange the health control of the theater:

• It is not clear how MDT organizes reveals persons with signs of diseases;

• 244 people work in the institution, but the certificates of preventive vaccinations are presented with 112 employees, seven people are not vaccinated against measles;

• 15 cleaners and one janitor without certificates of vaccinations against typhoid fever;

• The cook and the buffet were checked for infections after employment to work;

• There is no diagram of medical waste management.

Lawyer MDT noted that from the moment of employment and examination of the cook and buffet, about ten years have passed - the statute of limitations of the limitation violation has expired. In the meantime, measles vaccine is not mandatory at all.

One of the claims of the representative of Rospotrebnadzor Dmitry Fedorov was the fact that during the inspection of May 5, thermometers at the entrance to the theater did not notice his low temperature - 36.1.

Another 12 people, according to Rospotrebnadzor, did not provide data on fluorography. Among them are MDT actors Danila Kozlovsky and Ksenia Rappoport. Judge Zhukov noted that the examination for tuberculosis in St. Petersburg is allowed to undergo once every two years. However, many actors have already made fluorography, but the court did not read the examination of Danila Kozlovsky, who had gone on vacation.

Unprofitable potatoes, pumpkin and beets

The representative of Rospotrebnadzor Tatyana Lanko reported MDT for a “formal attitude” to the rules for storing products in the dining room. In court, these certainly malicious violations were repeated:

• The sequence of technological processes that exclude the flows of raw semi -finished products and finished products is not provided;

• food products are depersonalized, without the manufacturer's marking labels;

• The dining room is not removed, there are defects in the tile cover of the floor;

• processing and storage of inventory for finished and raw products is carried out jointly;

• On the production table were personal belongings (telephone, keys, cosmetics).

The main problem was that in the theater buffet only “Catering Flood Premises” - this means that there are no separate workshops for raw and finished products.

- In a one -door layout, everything was mixed: root crops and finished products. [Theater workers] hid unpeeled vegetables, because they know that in such a room you can only work with semi -finished products of a high degree of readiness. All root crops should be cleared, as it was during the audit in 2019. In 2023, they hid potatoes, pumpkin, beets under black bags. I was just a shame for honored artists, ”said an employee of Rospotrebnadzor.

- We believe that the temporary suspension is unfounded. The Supreme Court indicated that the suspension is an extreme measure.

Any violations, if they were, are eliminated. If the court sees the violations, then we ask not to apply a temporary suspension of activity. - said at the end of the debate the lawyer of MDT Vladimir Strudelvtsev. Rospotrebnadzor asked to close the theater, noting that "the protocol on the temporary ban on activity was fulfilled in full."

Judge Alexander Zhukov, having accepted the claims of the department, found the MDT guilty of “violation of sanitary and epidemiological requirements” and appointed a fine of 15 thousand rubles. A detailed report on the elimination of violations should submit to Rospotrebnadzor at the end of the month.
