The State Duma of the Russian Federation allowed to withdraw passports from recruits

The Russian State Duma adopted in the third reading amendments to the law "On the procedure for leaving the Russian Federation and entering the Russian Federation", which allow us to remove the passport with the conscript within five days after the official decision on the call for a military or alternative service. It will be possible to return the passport after the end of the service.

If you do not pass the passport voluntarily for no good reason, the document will be invalidated.

Citizens of Russia will also have to hand over a passport for storage to the migration department of the Ministry of Internal Affairs or the MFC in cases where:

• They work in the bodies of the Federal Security Service (the document will be stored for five years from the date of dismissal);
• They entered into an employment contract with an organization that implies access to information of special importance or state secret (the document will also be stored at least five, but no more than ten years after dismissal);
• They are serving a sentence for crimes;
• They are evading the fulfillment of obligations imposed by the court;
• They were declared bankrupt;
• They reported "knowingly false information" when issuing a passport.

In cases that do not belong to the FSB and GOSTain, the court, the Investigative Committee, the Ministry of Internal Affairs, the Border Service, the Customs, the bailiffs, as well as the diplomatic representatives or consular institutions of Russia will be able to decide on the seizure of the passport.

This means that border guards will be able to withdraw passports when passing the border or diplomatic workers when visiting Russian embassies abroad.

Amendments were made to the State Duma in 2021. On May 18, 2023, the document passed the second reading.

In mid -April, the country's president Vladimir Putin signed the law on the creation of a unified register of military service. The register is going to launch already to the autumn call of 2023. It will contain personal data of military personnel, including the place of residence and a military accounting specialty. Information in the database will come from related state resources automatically.

The same law introduced electronic summons. Now it will not be possible to evade their receipt - both during the draft for military service, and during mobilization - it will be impossible: notifications will come through public services and place in the new registry. The summons will be considered automatically handed over, seven days after placing in the register, even if the conscript deleted his personal account on public services.
