According to official information, the Ulyanovsk police officers examined 444 trading facilities and seized 216 sts from 34 stores of the so -called 30 liters with a volume of 30 liters. Surrogate poisoning became so massive that the head of the IC of the Russian Federation Bastrykin instructed to transfer criminal cases on the poisoning of people in the Samara and Ulyanovsk regions to the Main Investigation Department of the IC of Russia "for the most objective and comprehensive further investigation."

The potential culprit was found quite quickly and was detained on June 5.

It turned out to be an individual entrepreneur from the Samara region Anar Huseynov, the owner of Andi LLC, on whose production areas in the village of Vintai of the Krasnoglinsky district of the Samara region and Bodyzhili this cider.

Huseynov is suspected of committing a crime under Part 3 of Art. 238 of the Criminal Code of the Russian Federation (the provision of services that do not meet the requirements of security that entailed by negligence the death of two or more persons - up to 10 years in prison).

According to Kommersant-Volga, the Investigative Committee found that neither Huseynov nor his LLC had licenses for products. There are really many questions to the state with its controlling and certifying bodies. On the website of the Federal Accreditation Service (Rosakkreditation), you can find a declaration of conformity issued by Andi LLC: there is a long list of the names of the drinks produced by the company, and the laboratory data that conducted their tests before giving their good for sale.

Independent Ulyanovsk lawyer Konstantin Tolkachev believes that it will be difficult for victims to exercise the right to compensate for harm.

“According to the current laws, survivors will not be able to apply for large amounts, at best it is tens of thousands of rubles,” he said in a telephone conversation. - Relatives of the dead theoretically can get more, but not much. We legally do not have a fixed value equivalent of life. In other countries, specific injuries entail specific monetary compensation. So we have everything at the discretion of the court. ”

There is another question - who will pay for health damage? You can declare claims to the seller as a legal entity or manufacturer who will probably be convicted, says Tolkachev. But, in his opinion, the state could propose a system solution: to create a register of victims and make a collective claim in defense of a certain circle of victims. “This can also be done by local governments, but in practice there are no such cases,” the lawyer says.

Vadim Drobiz, director of the Federal Studies of the Federal and Regional Alcohol Markets, said in a telephone interview that, despite the abundance of regulatory authorities, poisoning is always possible, in any system and in any state.

“This is in the USA, and in Germany, and in China, they have occurred and will happen,” the expert believes. - Recall the Irkutsk tragedy of 2016, when 123 people were poisoned by tincture of hawthorn, 73 people died of them, and these were not homeless people, not asocial personalities, but mainly pensioners and state employees with low salaries. ”
