Residents of the burnt Kurgan village of Smolino are no longer its inhabitants? The authorities refuse to restore at home

In early May, several villages in the Kurgan region burned out at once as a result of spontaneous fires (then 20 people died). According to the “new” fireworks Smolin, the initial assurances of the authorities that the village will be restored in the same place at the budget account, they reassured all the people who lost a little. “It will be typical houses! On your land plots, ”the official assured. Even raking the ash remaining from the houses, the inhabitants of the village told reporters that they plan to redo in these “typical houses”, described future houses that would grow up in the place of the former, burned down.

However, shortly after the fire, the Deputy Governor of the Kurgan Region for Social Policy, Vladimir Arkhipov, arrived in Smolino. During a meeting with residents, he stated that the restoration of residential buildings in the village is impossible. As the main reason, the official indicated that the settlement is located in the flooded zone of the Tobol River, so that residents will not be issued for construction for construction.

Officials invited residents to move to the village of Zaykovo, not far from the main city cemetery. And in the place of the burned village of Smolino, only a personal economy will be possible.

But if only about four kilometers from the burned Smolin to the center of the mound, then from the village of Zaikov - all 20. Many do not like it.

- In the burned house, besides me, a daughter lived, she has a disabled child. And also my mother, she is 92 years old, ”said one of the local residents Irina Chernykh (the name changed). - Mom in the hospital we agreed not to say to her yet that the house burned out, otherwise her blow would be enough. They thought: we will get money, we’ll take off ... but it turned out that there would be no house here now.

The perplexity of the granular causes the features of the workflow in the city administration and the explanations of the authorities that the fire not only destroyed the village, but also made adjustments to the previous results of the city hall:

- Our neighbor only completed in the fall, everything is in a mortgage. Everything is officially there: money, documents, permission for construction they issued it in 2020. And when Arkhipov came to us here, I asked him: if people have permission to build in this place, and there is no question of any flooded zone in it, then how did this zone instantly become flooded? Do he know what I answered? He says: this permission was illegally issued! That's how!

The authorities themselves admit that they issued false documents. They put the stamps themselves, and everyone knew everything, even then. And where is the prosecutor's office then?! - Irina is perplexed.

According to the woman, despite the continuing clearing of the rubble and the ban on the construction of houses, a new asphalt road was recently laid in the village. And Rostelecom began work to restore networks. This, of course, raises questions: many people think that the tidbit of Smolin will go under an elite development.

- I am to Sitnikova ( mayor of the city of Kurgan . - Ed. ) Treated, I ask: how so? You do not allow you to build houses, but spend the roads and the Internet. For whom?! She tells me that there will be no village, but there will be SNT, and that there should be the Internet on all Kurgan dachas, here it is ... - the woman spreads her hands.

Against the backdrop of confusion, rumors began to creep around the village about the Tyumen developers allegedly appearing in the city. A local resident Nikolai told me about the guests coming to the burned village of Smolino:

-A week ago, it seems, on the 20th or 22nd, about eight hours, when everyone went, people rolled up here. Who are - it is incomprehensible. But it is clear that with money: both the car is so sophisticated, and themselves ... It is clear that it is not a proletariat. And so they went to photographed something with the administration, discussed something. And when the first time the mayor came to us, I saw them too. It seems that something is muddy.

I officially did not manage to confirm or refute the resident’s information about evening visitors. The administration insists that, most likely, for potential developers in the burned village, they took members of the examination involved in the calculation of damage. This count is not over yet.

At the same time, last week there was information that the owners of the country houses have already begun to receive the first money on the expense of the lost property.

“Payments of 100 thousand rubles for the loss of real estate as a result of emergencies on May 7 in the SNT received more than 80 people. 300 thousand owners who lost the only housing that were on the garden plot began payments, ”wrote the head of the city Elena Sitnikova on her page.

“ I would like to once again focus the attention of residents on the fact that the certificates that they received are not money for the construction of houses. It is already possible to hear indignation that, they say, have received 200 thousand - and build. No, this is not so. These funds are just support measures from the regional government. At home for those who have lost the only housing will be built. But in another place, ”the Kurgan administration explained unofficially.

Our source refused to call the total number of victims and lost “only housing”.

The approximate number of fires affected by fires in the Kurgan region can be judged by the statement of the governor of the Kurgan region Vadim Shumkov, who said that 2.5 thousand people had already received compensation.

Currently, most of the fireworks are located in children's health camps, live in rented apartments or settled in relatives. Documents are restored in full swing. However, all our interlocutors, without exception, are sure that it will not work to return to their former life, which they had before May 7, and there are a lot of obstacles ahead of them, the main of which are attempts to hush up the problem.

The desperate residents of Smolin even recorded a song about their burnt village - but torture to distribute it in official city public, according to Pogorelians, met opposition from the administrators.
