Senator Andrei Klishas, as well as deputies from United Russia, Pavel Krasheninnikov and Irina Pankina, introduced the draft basic law “On the features of criminal liability of persons brought to participation in a special military operation”.
They propose to exempt from criminal liability those who have concluded a contract with the Ministry of Defense of the Russian Federation or were called up to mobilize, even if they committed a crime before the law entered into force. We are talking about crimes of small and medium severity.
From liability will be exempted upon receipt of the State Yard or after dismissal from the service. Control over the behavior of such military personnel is transferred to the commanders of the units.
People who have already received a sentence at the time of joining the ranks of the Armed Forces of the Russian Federation are also exempted from punishment. They will even be repaid a criminal record.
The authors believe that the involvement of criminals to the front “will contribute to the achievement of the goals of punishment, and will also ensure additional capabilities of the army”, the explanatory note said.
In 2023 alone, Putin signed 14 out of 17 laws initiated by Klishas, follows from the data of the State Duma base.
The State Duma simultaneously considers the bill on the possibility of concluding a contract with the Ministry of Defense of the Russian Federation for people with outstanding criminal record. According to the current legislation, convicted citizens can be called up for military service only on mobilization, with the exception of crimes against sexual integrity, as well as convicts for terrorism, stateisms, espionage and other serious crimes.
