On Wednesday, the State Duma in the first reading unanimously adopted a bill completely banning transgender transition in Russia. During the discussion of the document, the deputies found out how to speed up the introduction of this ban (for example, through a moratorium), and also put forward different versions of the reasons why it should be adopted. Details . Almost all the deputies of the lower house, headed by its chairman Vyacheslav Volodin, are listed as the authors of the bill. But the Deputy Chairman of the State Duma Pyotr Tolstoy came out to present the initiative from the rostrum. He began his speech with an explanation: "This is not another prohibitive initiative of the State Duma, this is another step in protecting national interests."

• Among other reasons for passing the bill, listed by Tolstoy, is the Russian Constitution, according to which marriage is “the union of a man and a woman, and there are simply no undecided, intermediate, additional genders there.”
• The head of the State Duma Committee on Health Protection, Dmitry Khubezov, who also presented the bill from the rostrum, as an argument for the adoption of the bill, told the story of a child who came to the ENT to remove tonsils, and the doctor asked if he wanted to change sex. Where exactly this happened, the deputy did not explain.
• Volodin, in turn, spoke about the increase in the number of transgender transitions among teenagers in the United States and added: “We do not want this to happen in our country. Let the diabolical policy be carried out in the USA, let's see how it ends. It will not lead to anything good, sheer Satanism.”
• Some deputies asked questions. Anatoly Wasserman, for example, was interested in whether the Ministry of Health was developing “psychological and, if necessary, psychiatric” methods to bring people’s ideas about their gender to reality (Health Minister Mikhail Murashko replied that work in this direction was already underway in scientific medical research centers). And deputy Biysultan Khamzaev had a question that, in his opinion, worries many: what to do with those who have already changed their sex. “They seem to be women, but they don’t seem to be, so that someone doesn’t come to the registry office with such abracadabra,” he said, but received an answer that the law does not have retroactive effect.
• Pyotr Tolstoy also said during his speech that the deputies received a "very emotional conclusion from the Ministry of Health", which, among other things, predicts an increase in the number of suicides after the adoption of the bill. Volodin said at the end of the discussion: “We would like the Ministry of Health to not issue any amendments by the second reading, arguing that this is concern for people. You need to take care, if you want, by prohibiting all this fornication.
• The bill was adopted in the first reading unanimously - 365 deputies voted "for".

Context . Now, in order to change sex, a person must receive a certificate with a diagnosis of transsexualism. The bill involves the introduction of a complete ban on gender reassignment in documents and on medical care for trans people.
