The judge of the Supreme Court of Karelia Natalya Ivanova satisfied the lawsuit of a resident of the Propolar village of Plotin Olga Glazunova to the Republican Ministry of Agricultural and Fisheries on the evening of June 27. The pensioner from the dam demanded that the ministerial order of March 1 be recognized as invalid on the formation of a fish -breeding site on Lake Lake for growing trout.
The conflict of the residents of the dam with republican officials "New" spoke in March. As Olga Glazunova noted in court, at the beginning of this year, the local population held meetings twice, which categorically opposed the opening of the trout economy on the lake, which is the only source of drinking water for the dam. However, the opinion of the inhabitants of the village was not taken into account by the Karelian Ministry of Agriculture when making a decision to create a fishing site.
According to Olga Glazunova,
The population of the dam is self -organized to protect their right to a clean lake and the opportunity to live in a favorable environmental environment.
“Our lake is perfectly clean, very beautiful, and the inhabitants of the village are categorically against ruining it all in three years,” said Olga Glazunova.
The claims of the Ministry of Agriculture of Karelia were supported by the head of the Plotinsky rural settlement Olga Kvyatkevich. According to her, this order was adopted contrary to the opinion of the local population, which opposed the opening of a trout economy on Lake, but the head of the settlement was not allowed to state this position at a meeting of the profile commission of the Karelian Ministry of Agriculture. The Minister of Agriculture and Fisheries of the Republic Vladimir Labinov, who was subsequently arrested on charges of receiving a major bribe, participated in this meeting.

“I had a text prepared for me, but when I started talking, they began to interrupt me, and in the process of conversation they didn’t give me anything, because the accusations began that the population lives at the expense of the budget of the Republic of Karelia, cleaned the roads, the light, that only illegal immigrants live there. After which I tried to answer, but they began to humiliate me again and then said that we had such a power that could only go to demonstrations and wave flags, ”said Olga Kvyatkevich at a meeting of the Supreme Court of Karelia.
Officials of the Republican Ministry of Agriculture were quite expected to refuse to recognize the claims of the resident of the village of Plotin. According to the representative of the ministry, Ekaterina Grinkevich, the opinion of the local population was taken into account by members of the commission to determine the boundaries of fish farm plots, but this opinion is not decisive when making a decision on the formation of a fish farm.
During the consideration of the claim, the court listened to the testimony of the candidate of biological sciences Vladimir Mikhailenko, who was attracted to the plaintiff as a specialist. As Mikhailko said,
The opening of the trout economy on Lawkh Lake can threaten the Red Book European Pearls, which lives in the Keret River associated with the lake.
Vladimir Mikhailenko also criticized a scientific conclusion on the suitability of Lawkh Lake to grow trout, which formed the basis of a decision on the formation of a fishing site. As the scientist noted, the numbers indicated in the conclusion are not backed up by calculations and are actually not justified.
Mikhailenko also paid special attention to the fact that in conclusion there is no information about the presence of a siga on the lake, which belongs to valuable fish breeds.
In turn, as the head of the Karelian branch of the All-Russian Scientific Research Institute of Fisheries and Oceanography, Sergei Korkin, explained to the court, which prepared a document, the presence of valuable species of fish in a reservoir is not a determining factor in the conclusion of the suitability of the lake to derive trout. Korkin also emphasized that the current legislation does not regulate the preparation of a scientific conclusion and does not require indicating the influence of the trout economy on the environment.
It is noteworthy that the head of Karelniro turned out to be the only member of the Commission of the Republican Ministry of Agriculture, who voted against the formation of a fishing site on Lawkh Lake. Sergei Korkin explained his position by the negative attitude of the local population to the opening of a trout economy on Lake. According to Korkin, he found out about this at a meeting of the commission.

Judge Natalya Ivanova announced on June 27 only a resolutionary part of the decision, and it has not yet entered into legal force. But as the plaintiff admitted to reporters, she is satisfied with the outcome of the case.
“We stubbornly went to this and hoped,” the woman said after the end of the court session.
Meanwhile, the North-West Territorial Department of Rosrybolovy has already managed to conduct an auction for the right to use a fish farm on Lawkh Lake Lawkh. Eight companies participated in the auction, and the winner was recognized as Fisheries LLC from St. Petersburg, which offered the highest price-21.5 million rubles. But literally before making a court decision, it turned out that the winner of the trading refused to sign the contract.
This is the second trial won by the inhabitants of Karelia against the Republican Ministry of Agriculture. In 2019, a resident of the Karelian village of Wojitsa Ksenia-Laura Ryura Ryran, in the Supreme Court of Karelia, the cancellation of the ministerial order on the formation of a fish farm on Lake Verkhnya Kuyto. The young woman demanded that the court protect her right to a favorable environmental environment.
