The center was found guilty of “discrediting” the Russian army (Part 1 of Article 20.3.3 of the Administrative Code). A correspondent for the local publication Properm.ru , who was present at the meeting, said that the case was opened due to an appeal published on the center’s website.
According to the publication, social activists suggest that the reason for the case was the anti-war appeal of International Memorial, posted on the website of the Perm branch of the organization on the first day of the full-scale invasion of Ukraine. The Center for Historical Memory uses the same domain that previously belonged to the Perm Memorial.
The Chairman of the Center for Historical Memory, Alexander Chernyshev, is currently in a pre-trial detention center. In early May, he was detained at Sheremetyevo Airport and arrested for 15 days under a protocol for petty hooliganism (Article 20.1 of the Administrative Code), and later placed in custody in connection with a criminal case of attempted smuggling of cultural property (Part 3 of Article 30; paragraph “c” Part 2 of Article 226.1 of the Criminal Code). According to the security forces, he was going to take the archival documents of the Perm “Memorial” to Germany. The FSB insists that the documentation is of cultural and historical value.
