Exterior areas

The electoral expert David Kankia in the publication The Moscow Times writes :

“The elections of the“ special military operation ”era gave us another form of uncontrolled voting - extraterritorial areas. <...>

It is assumed that at least 328 such sites will be organized in the regional elections. That is, now it will be possible to choose the governor of the Omsk region in the zone of Sv, and the parliament of the Yaroslavl region on the Chukotka.

Extraritory sites are formed for the election of regional authorities by the decision of the commission organizing the election no later than 30 days before the day of voting, and in exceptional cases, no later than 3 days before the day (first day) voting. For this, either special election commissions are formed or additional powers are imposed on already existing commissions.

An important reservation in the resolution is that such commissions are formed on the basis of proposals of meetings of citizens at the place of residence, work and service, but not from political parties. That is, the risk of disloyal members of the commissions is minimized, because all these forms of collections of citizens are absolutely fake and are used by administrations in order to saturate the commission under control of people.

The voter lists in such sites will be formed by an obvious order, either through the written appeal of the voter the day before the start of the vote, or through oral appeal already on the election day. Naturally, in such conditions there are no guarantees that the commissions will include extra people or the same people will not be able to vote in several areas at once.

Cherry on the cake: even ballots of the installed form in extraterritorial areas are not supposed. And indeed, it will not be easy to bring forms to Lugansk from Siberia! Therefore, the CEC decided not to bother much and allowed the commissions to make ballots without the necessary watermarks and typographic fonts. In principle, for these purposes, at least toilet paper can be used, which in general will quite accurately reflect the attitude of the organizers to vote.

It is clear that no normal observation in such areas, most of which will be in the zone of it, is supposed to be. It is difficult to imagine how parties and candidates will be able to send their representatives to them, and even ensure their security.

In the absence of any external control, without a limited list of voters and with the possibility of making ballots in any quantity, extraterritorial areas can give out any voting results. You can not even worry about the reliability of the numbers. Who will doubt their relevance? Yes, only an extremist or a foreign agent. ”
