The Chechen investigator interviewed Elena Milashin in the case of an attack in Grozny and received a petition for state protection from her

On July 14, in Moscow, in the editorial office of Novaya Gazeta, the first investigative action was held in the case of an attack on July 4 in Grozny on Novaya Gazeta journalist Elena Milashin and lawyer Alexander Nemova.

Elena Milashin was introduced to the decision to recognize her victim, from which it follows that the criminal case was opened on July 5 by the head of the Investigative Department of the RF IC of the Russian Federation for the Chechen Republic of Volkov under articles 112 and 115 of the Criminal Code of the Russian Federation (intentional infliction of persons acting from hooligan motives, light and moderate harm to health).

The maximum punishment for these articles is from 2 to 5 years in prison.

I must say that this is only a preliminary legal qualification of criminal acts committed against a lawyer and journalist. During the investigation, the investigation will have to evaluate the motives of the attackers who clearly pursued the goal of preventing professional activities by Milashina and Nemov, or more accurately evaluate harm to health, based on documents of all medical institutions in which the victims received and continue to receive medical care. (At the moment, the investigation is based only on the very first epicrisis from the Chechen Republican Clinical Hospital of ambulance).

Yesterday, investigator Jambulat Khazbulatov, who is part of the investigative group organized to investigate the attack, asked the victim Elena Milashin. During the interrogation, representatives of Milashina, lawyer Alexander Karavaev and lawyer “team against torture” Georgy Ivanov, made a number of petitions, including the provision of state protection to the victims during the investigative actions in the Chechen Republic.

The investigation under the law has three days to make a decision (satisfaction or refusal) according to these petitions, but the investigator of Khazbulatov, in any case, promised "to personally protect the victims in Chechnya."

At the moment, it is known that the Chechen investigators have already carried out a number of investigative actions (they found and interrogated a taxi driver who was driving Milashin and Nemov from the airport, examined the scene of the incident and found the things of Elena Milashina, shaved and shaved hair).

It is still unknown whether investigators requested records from the surveillance cameras installed at the Grozny airport and along the route from the airport to the place of attack, and whether the investigators managed to establish a further route for the movement of the attackers.

Usually in the Chechen Republic, investigators are not very in a hurry with such requests, but in this case there is no reason to reproach the investigation of inaction. Compared to other numerous cases of attacks on human rights activists, lawyers and journalists in Chechnya, the case of an attack on Nemov and Milashin was exclusively promptly, which allows investigators to collect enough data to establish the individuals of the attackers.
