Mikhail Sokolov: What is your impression? Are we witnesses of a new round of military escalation, new missile shelling of victims and destruction?
Alexander Etkind: Yes, all this is happening, more than a year already. Today is the next event in the long row of tragic events. After that, it already became known that Russia has left the grain transaction. Turkish promises that the Turkish fleet will accompany ships with grain remained unrealistic promises. Of course, yes, this is an escalation.
Mikhail Sokolov: In addition, this is probably a symbolic act for Ukraine, this bridge, like a belibo in the eye?
Alexander Etkind: This is probably a symbolic act. As your expert correctly told, this bridge is important for supplying the Russian army in the Crimea itself and those who are fighting in the occupied territory of Ukraine. So this is a completely legitimate military goal.
Mikhail Sokolov: Do you understand those Russians who go to the Crimea without seeing war and danger?
Alexander Etkind: I do not understand this, I would never go there after 2014. I was interested in statistics that every year to Crimea went a third less. The beauty of the Crimean beaches, there, is probably cheaper there than in other places. Although I, of course, do not know real prices. I remember how President Putin, after his 2014 campaign, said that we were building a new Mecca in Crimea. Imagine a new Mecca: a popular pilgrimage to the places where Rus' came from. We see what happens to this: every year a third less and less. Undoubtedly, there will be even less no matter what happens there.
Mikhail Sokolov: We also mentioned a grain deal. The Russian authorities refused to extend it, since some conditions are not withstanding or will not be accepted. It is also interesting, they stop thinking about a renom in the third world, which Moscow seemed to have been taking care of recently?
Alexander Etkind: This is the development of events. This is really an escalation of propaganda and diplomatic, military, I don’t know what scares more here for today. It seems that any self -restraint, any look at the public opinion of any part of the world ceases to play the role, then we can expect the worst.
Mikhail Sokolov: Did you follow the course of the NATO summit in Vilnius?
Alexander Etkind: He followed the press.
Mikhail Sokolov: Ukraine was called for the future. It seems to me that it is important that she was guaranteed growing military assistance from aggression. What is your impression?
Alexander Etkind: There are different events, a combination of different interests, factors, the struggle of ideas and various kinds of interests and fears is also a struggle. Of course, any increase in military assistance is good for Ukraine. Many were disappointed that this summit did not adopt a more specific plan, the schedule of Ukraine in NATO. This schedule, perhaps, should have been conditional, but it should have been more specific, more convincing.
Mikhail Sokolov: I wanted to talk about your book "Russia Against modernity." You can explain to us what the present is against which the current Putin Russia fights?
Alexander Etkind: My book is trying to explain this, although the concept is very slippery, famous for its difficulty. Modernity changes every day, every year, every decade, century and so on. In my book, I am trying to explain to begin with what our modern modernity is. My thesis is that Russia is fighting precisely with it, with the new green modernity of today. Modernity responds to climatic disasters, today half-Europe lives under unbearable heat, heat, a wave of heat will now give terrible names, as they used to give hurricanes and tornadoes. Indeed, people are dying of this. If a few years ago a climatic disaster had a speculative character, it was necessary to believe the experts who gave the numbers, one could not believe them, it was not very clear in the sensations, about what all was. Now every summer and every winter for those who love, for example, snowy sports, are simply used to a certain lifestyle, the climate has really changed. Our recent experience of Pandemia was added to this, occupied several years of humanity. New disasters that are directly related to relations between man and nature. Previously, social life, political struggle was associated with relations between people, between classes or nations, and now all of humanity is trying to protect itself, change its relationship with nature?
Mikhail Sokolov: And Russia is against?
Alexander Etkind: Russia, unfortunately, against. Russia is what it has developed for those decades when Mr. Putin ruled by Russia, what, I think, to call Putinism correctly. Russia is 100% dependent on the export of its combustible fuel, its natural fossils, Russia has become a fossil country. This is existential today, as political scientists say, Russia's interest to continue and increase this export, because this huge country, the largest, as you know, territory in the world, has not found any other way of existence for itself. Therefore, yes, Russia is against the energy transition, against the decarbonization, against any measures with which humanity responds to new challenges.
Mikhail Sokolov: It turns out the opposite: Russia wages war, war leads to sanctions, sanctions lead to loss of markets. That is, some inexplicable events from the point of view of the logic. On the contrary, instead of receiving more products from oil and gas, Putin receives them now, as we see, less after the last sanctions. Accordingly, it turns out that this war should be unprofitable to the ruling regime, but it leads it. You have an explanation - why?
Alexander Etkind: An explanation of what is here is only human stupidity, dullness, the inability to predict events, adequately react to them. Of course, in my book I give a more serious and smart explanation. I call it the ancient word "Nemesis". If you translate this into Russian, this approximately corresponds to the saying that I remember from my childhood, "which they fought for, and ran into it." Wherever you look, this war leads to the opposite results, to the results of the opposite of the goals that were declared as an explanation of this war. For example, Russian leaders considered it necessary to avoid NATO to approach the borders of Russia, meanwhile NATO approached the borders of Russia with the example of Finland and Sweden as it would never come close if Ukraine has become a member of NATO, and this would also not have happened. Or, for example, Russian leaders really wanted to spread the Russian language or protect Russian culture both in Russia and around the world. Half of the population of the Great Country Ukraine spoke Russian, now these people seek to speak at home, at work, in the army, with children in Ukrainian. Russian culture has never been as despicable as this happens today as a result of the war. No one prohibits Russian culture, concerts of Russian composers or reading Russian classics continue to take place. But never during the years of the First Crimean War of the 19th century, nor during the First World War, nor in the terrible decades of Stalinism - never the Russian language, Russian culture was not the scarecrow as it has become today.
Mikhail Sokolov: When did the last in time the campaign of Russia began in the past? Was there an opportunity to somehow prevent it? Were there any objective circumstances of insurmountable strength, traditions, and other or still primary the role of Putin’s personality as a leader in restoration?
Alexander Etkind: The primary role of the personality and the narrow circle of people who have united is very effective, very talented, supporting each other, substituting the shoulder. They have been doing this for more than 20 years. This happened to zigzags, there were different forks, many elections were made along this path. Everything could dozens, hundreds of times happen differently. I believe that Russia has no predetermination along this path, this war could not happen. Moreover, this is amazing, this is a great surprise for everyone that it happened, so it was so difficult to predict and foresee. Russian traditions, there are imperial traditions, there are traditions of autocracy, there are traditions of the unit of army and so on. Nevertheless, Russia is a country of revolutions, for each sole leader in imperial Russia or then in the Soviet period there was its own thaw, its own liberalization, and if one did not happen, then a revolution took place. I think now we will see something like that.
Mikhail Sokolov: Still, what role does the imperial syndrome play? Is this such a will of history that just moved Russia to war?
Alexander Etkind: Imperial syndrome is such an education, these are such feelings. Some people feel it, other people do not feel it, others feel the exact opposite. We know for sure that the imperial syndrome reigned in the heads of those people who made decisions in 2014 and before, there was a war in Chechnya, a war in Georgia, the capture of Crimea. This terrible abscess broke out or a cancer tumor is especially dangerous, this imperial syndrome broke through in February 2022.
Mikhail Sokolov: Do you still see some kind of ideology behind the actions of Putin and his subordinates? For example, some believe that there was an influence on Putin and his group of ideas and calls to Solzhenitsyn in the arrangement of Russia with a revision of the post -Soviet borders.
Alexander Etkind: It is quite possible that there was such an influence. Putin himself prefers to refer to Ilyin. There are other "shift people" of various kinds, less popular authors of the 20-30s of the last century. An explanation of ideology from culture seems very superficial to me. I do not believe that such global strategic decisions are made because someone once read some book, this book sunk somewhere. All these people, and generals, ministers, and ordinary soldiers, watch the same Hollywood films that we are watching, studied at about the same bad school in which I once studied. If these people are younger, maybe this school has become even worse since then. Of course, all this affects, both the school, and very bad universities that have catastrophically lost quality in recent years. It is impossible to measure all this, it is impossible to evaluate. Over the past decades, these people have taken abroad so much, built such and such palaces, Alexei Navalny showed them very successfully, such and such yachts. The Shakheresada yacht, which is attributed to the head of the Russian leader, was more displacement than the Moscow cruiser, which, as you know, is now lying at the bottom, this yacht is arrested by the Italian government. We know the sources of this money, sources of corruption, sources of the flight of capital, where this money came from: they all came from oil and gas wells from Western Siberia.
Mikhail Sokolov: Ideological things, some kind of urge to war and destruction, turned out to be stronger than the instincts of owners, possession and so on. It turns out that this was underestimated, but reassessed just the corruption component of the modern regime that exists in Russia? They took a chance of all this, it was confiscated.
Alexander Etkind: To say that someone lost voluntarily ... Many lost, because it happened. There is no doubt that the elite is built as a pyramid, most of these people in the thickness of the pyramid, they were deprived of this, they did not play any role in making this decision, this decision was made in a very, very narrow circle. What they feel about this, they do not know, they will never tell us. More precisely, they will say this, they will express their feelings, experiences, frustration, deprivation when changes begin in Russia. And the fact that they will begin, no one has a doubt.
Mikhail Sokolov: That is, you are an optimist here - this, of course, is amazing. You believe in some progress, what is it? I mean the progress of modern civilization. What can Russia lose through the fault of its leadership of modern, except, of course, human lives, its citizens and citizens of Ukraine - is this understandable? What else?
Alexander Etkind: You are right that you need to start with lives. Every day, a thousand, two thousand people, young, healthy, full of energy of people on both sides of the front, dies in this war on this war. As for Russia that it can lose - it may lose the country. In this regard, I am not an optimist at all. I think that Russia, as a federation, as United Russia, does not experience the war that its leadership unleashed. In the progress of mankind, I believe - this is a very difficult and sore question. I always believed in it, but in recent years they have been very difficult for many of us. I am very serious about natural disasters, climate, pandemia. The fact that humanity is in the state in which we see it right today will be able to adequately respond to this, continue its progress, despite the confrontation with nature, I can only hope for it, but I'm not at all sure.
Mikhail Sokolov: Still about losses. What does Russia lose, continuing the actions that take place? War, twisting of nuts inside, tightening the political regime. What material losses will be?
Alexander Etkind: Materially, Russia loses many millions every day, maybe even billions of lost profits. The oil and gas that Europe has stopped buying, they now go to the ports near St. Petersburg, then tankers belonging to different countries are transported through the Baltic Sea, then around the world to the ports of China and India. Russia lost on volumes, Russia has lost billions and billions at transport expenses. Russia has put itself in full depending on the West. The export of the only one that is exported from Russia can be stopped at any time. All these tankers, giant cars, as a rule, are very old, very dangerous for nature, go through the Danish straits, which can be closed by the political will of either the Danish government, or the European Union at any time, or even the Danish pilot trade union, which once tried to do this. Because according to Danish laws, a pilot is needed for each tanker to go through these straits. Russia, as a country that is accustomed to a certain form of life, to certain ways of survival in the world, respectively, the people are also used to this, are now under tremendous risk, all this can end any moment. The further the war continues, the more barbaric forms it acquires, the, I think, the more likely that the usual existence of Russia will be interrupted. And how the peoples, the leaders of these peoples, local elites, soldiers and officers, grandparents will react to this - we will see this.
Mikhail Sokolov: In addition, as I understand it, the inevitably serious technological lag with the departure of Western investors, with the departure of various innovators, the ability to receive technology. This is also a serious factor, which, too, for some reason, no one calculated.
Alexander Etkind: The technological lag has already occurred. It just began seriously after the first sanctions that were imposed in 2014, dual -use goods, all sorts of chips and much more that is necessary for the same wells, for the same weapons, for the same universities. This river began to exhausted to the stream, this stream continues to go, but we are talking about completely measured things - this is the percentage of what happened, this stream, of course, will also be blocked if there is political will.
Mikhail Sokolov: Another question that arises when considering what is happening is the age factor, it seems to me that it also plays an important role here: one generation in power in Russia, another in Ukraine.
Alexander Etkind: In my book, a whole chapter about generation, about gender, about various interesting issues related to these factors. We see Russian leaders, it is easy to recognize the age of Ukrainian ministers and other leaders on the Internet - these are two different generations, a generation of fathers and children. The Minister of Foreign Affairs of the Russian Federation in 1991, when the Soviet Union broke up, was the same age as the Foreign Minister of Ukraine was in 2022. Colossal difference between generations. Russia has been strengthened throughout the post -Soviet space, multiplied by a gigantic gap, which was associated with 1991. Now this is the generation of grandfathers who went to Soviet schools, they began their work, their career in Soviet groups, their horizon was measured by Soviet education. Ukrainian leaders, leaders have a completely different horizon, another education is another generation. When Putin said that Russia and Ukraine are a single people, speaking of ideology, it was the main thing, almost the only ideological justification of what is happening: we are a single people, so we can create what we want. Close peoples, there is no dispute, but not a single people. Украинцы хотят как можно дальше уйти, отодвинуться от всего этого, от русских. Даже если народы близки, то поколения разные, с этим уже ничего не сделаешь.
Михаил Соколов: На ваш взгляд, на Запад действует ядерный шантаж, все эти игры с бомбой, Медведева статьи, Караганова и прочие? Это пугает достаточно серьезно сейчас или к этому уже начинают привыкать как к такой демагогии?
Александр Эткинд: Я слежу за высказываниями разных деятелей и западных, и российских, я чувствую, что меня эти высказывания Караганова и Медведева пугают больше, чем это пугает западных руководителей. Они что-то такое знают, чего я не знаю, что позволяет им не бояться. Что сдерживает российских руководителей в нажатии этой кнопки? То ли на Западе знают, что это оружие не очень-то применимо, не очень годится к действию, то ли они знают, что Китай и Индия каким-то весомым способом предупредили российских политических и военных руководителей о том, что есть вещи, которые делать нельзя. Об этом знают в мире, но не знаем мы с вами или только догадываемся, судим по утечкам, которым можно верить, а можно нет. Я не думаю, что это только демагогия, меня это по-прежнему пугает. Я с радостью вижу, что мир это пугает меньше, чем меня.
Михаил Соколов: Как психолог в прошлом, вы видите, что кто-то во власти российской не вполне адекватен с этой темой?
Александр Эткинд: Психология тут ни при чем. Я не верю в то, что Сталин был безумен, у него были безумные моменты, как у всех нас, наверное. Вместе с тем это был вполне эффективный менеджер, он добивался своих целей, когда хотел, умел делать так, что это казалось окружающим, что он добивается целей. В этом смысле нынешние руководители, я сужу как историк, не умеют добиваться своих целей, нет у них такой способности и возможности. Они начали войну с тем, чтобы ее выиграть – они ее проигрывают. Они хотели ее выиграть за 5 дней – они проигрывают за 500 с лишним дней. Они хотели восславить русский народ, русский язык – они опорочили так, как никому до сих пор не удавалось. Они неадекватны – это не значит, что они безумны. Я бы предпочел, чтобы они были безумны, но нет, они здоровы.
Михаил Соколов: Значит, внутри страны они способны добиваться своего? Создан весьма специфический режим, который многие считают достаточно эффективным и в пропаганде, и в насаждении культа лидера. 20 лет полновластия и самодержавия здесь существуют.
Александр Эткинд: Я не согласен с этим. Я считаю, что не просто им многое не удается – это было бы большим комплиментом, у них все валится из рук. Все, что они делают, оборачивается против них. Они хотели сделать в Крыму Мекку – мы видим, что происходит в Крыму.
Михаил Соколов: Главное – сохранение власти. В этом они преуспевают?
Александр Эткинд: На сегодняшний день да. Я бы не советовал в этом отношении делать ставку на завтра.
Михаил Соколов: Как вы относитесь к санкциям против путинского режима? Можно ли ожидать, что они могут изменить внешнеполитическое поведение Кремля?
Александр Эткинд: Санкции останутся до тех пор, пока у власти в Америке, в Европе остаются нынешние правительства. Если эти правительства изменятся, все, естественно, боятся, что изменится американское руководство, многое может произойти, о чем сейчас трудно даже и гадать. Я скорее думаю о том, что сменится руководство страны, санкции останутся. Та элита, которую лишили всего, которая не имела отношения к принятию этих решений, но лишилась разных своих благ, возможностей, перспектив, да и просто интереса к жизни они лишились, я уверен, эта элита будет заниматься тем, чтобы снимать эти санкции. Главная цель первого постпутинского режима будет состоять в снятии санкций или частичном сокращении, в торге, направленном на то, чтобы эти санкции были более приемлемы для элиты, которая будет властвовать. Соответственно, это будет сложный торг, в отношении этих решений ключевой голос будет принадлежать Украине, как главной пострадавшей стороне. С другой стороны, Украина будет выставлять свои условия репараций, компенсаций, осуждения виновных и так далее, которые тоже будут участвовать в этом торге. Торг этот будет очень сложный, очень многосторонний, многофакторный. После Первой мировой войны была парижская мирная конференция, после Второй мировой войны были разные мирные договоренности разного рода. Наверное, мир сумеет создать какой-то новый механизм, который очень многое изменит и в России, и вообще в глобальном миропорядке, в Организации Объединенных Наций, в НАТО и так далее, во всех международных структурах. Потому что они все будут прямо задействованы и ответственны за выработку новых правил международного сообщества.
Михаил Соколов: Пока до этого еще далеко. Сегодня Россия под напором санкций и западные рынки потеряла, и поворачивается экономически и политически к Востоку, к Китаю в основном, как мне кажется. Насколько реально насаждение в стране режима своего рода такой киберазиатчины, как в современной КНР?
Александр Эткинд: Я думаю, что Россия действительно становится экономической неформальной колонией Китая – это в нынешних обстоятельствах неизбежно. До 2014 года, даже до 2022 года экономическое превосходство, могущество Китая компенсировалось военными усилиями России. На огромной китайской границе – она, кажется, четвертая по длине в мире – стояли российские войска с советского времени, с царских времен они там стояли, они охраняли эту границу. Сама эта граница была довольно свежей, она была передвинута в середине XIX века по результатам второй опиумной войны, Российская империя приобрела наружную, или внешнюю Манчжурию – это огромный кусок земли от Хабаровска до Владивостока, которые так и остались, потому что они принадлежали все эти столетия не Китаю, а России, они остались недозаселенными, недоосвоенными. Ресурсы там гигантские, благодаря глобальному потеплению эта часть света стала более плодородной. Китайцы туда как-то просачиваются, мигрируют неформально. Сейчас китайское руководство, все карты, все рычаги влияния принадлежат ему, что оно решит делать, то оно сможет делать, потому что все войска, пушки, военная полиция, пограничники – все уехало в Украину, эта граница голая. Захочет ли Китай это дело аннексировать, как это сделала когда-то Российская империя в начале 1860-х годов? Китайцы называют это столетием стыда, что произошло после опиумных войн. Гонконг, который они потеряли тогда же, они получили обратно, там была другая юридическая процедура. Захотят ли китайцы, пойдут ли они на обострение этих отношений или они предпочтут тактику просачивания – дело это ниже радара, но увидим.
Михаил Соколов: Ваш коллега Стивен Коткин нарисовал целую картину разных вариантов развития, что хороший вариант для России – это постепенно изжить агрессивность и повторить путь Франции, по крайней мере, создать авторитаризм, который направлен вовнутрь страны. Он видит такой марионеточный прокитайский режим. Вероятность для него наиболее высокая, я так понял – это громадная новая Северная Корея. How do you feel about such a forecast?
Александр Эткинд: Я отношусь негативно. Потому что Северная Корея не существует, например, благодаря экспорту своего риса, нет такого экзистенциального интереса у Северной Кореи экспортировать свои природные ресурсы. Что-то она, наверное, пытается вывозить – это слезы по сравнению с тем, что привыкла вывозить Россия. Россия полностью, на 100%, на 200% вовлечена в международное разделение труда, рынки капитала, инвестиции, экспорт технологий и так далее. Россия никогда не сможет жить так, как живет Корея. Причем Франция, гораздо более интересная, свежая аналогия у Стивена Коткина с Францией. Какую Францию он имеет в виду? После поражения Наполеона. Модная тема, потому что сейчас выходит новый фильм про Наполеона, все его смотрят. Завоеватели свергли Наполеона, отказались признавать его семью или его наследников в качестве лидеров и монархов, посадили Бурбонов, прежнюю династию, свергнутую Наполеоном, свергнутую Французской революцией. Для России это было аналогично тому, чтобы американские демократы или британские лейбористы, которые скоро будут у власти, они бы поставили в России Романовых. Короче говоря, это совершенно фантастический, немыслимый вариант событий. Моя аналогия другая. Мне жалко и горько, что Стивен Коткин, я когда-то ходил к нему на семинары, восхищался его преподавательским мастерством, упустил самую близкую аналогию – это Австро-Венгерская империя Габсбургов, которая развязала мировую войну и не сумела ее пережить, она распалась, рассыпалась отчасти вопреки, отчасти по воле народов, которые ее населяли, в ходе и в результате войны, которую она сама начала. Это Немезис.
Михаил Соколов: Как раз и вопрос: насколько сейчас устойчив путинский режим? Он только что пережил политический кризис в форме путча Пригожина, с ЧВК "Вагнер" Кремлю пришлось договариваться. Высветил ли этот мятеж для вас какие-то уязвимые места путинизма?
Александр Эткинд: Конечно, мы все это видели, смотрели, что происходило. Происходили небывалые вещи, такого не бывало ни в Советском Союзе, ни в постсоветской России. В Российской империи всякое бывало во времена революций, мятежей, белочехи в Сибири и так далее. Невиданное событие: Пригожин со своими войсками, тысяча бронированных машин и других грузовиков двигались по дороге в сторону Москвы с неизвестными целями. Захватили Ростов, потом почему-то передумали, развернулись. Может быть, это был самый драматический разворот в истории. Почему они это сделали, так мы и не знаем. После этого генералы, которые вроде бы никакого отношения к этому делу не имели, оказывается, имеют к этому отношение, кто-то из них пропал, кто-то уволен и так далее. Почему бы Пригожину было не поступить как-то иначе, например, он занял Ростов, он мог там объявить свою республику какую-нибудь, Новороссию, например.
Михаил Соколов: Значит, задачи такой не было.
Александр Эткинд: Я думаю, что он человек с фантазией, я думаю, он наделен стратегическим мышлением, он взвесил разные варианты, информацию, которая у него была, ложная, верная, не знаю, поставил перед собой другую задачу, с которой тоже не справился. У него будут последователи. Уязвимость, которую проявила вся российская силовая система, не только армия, но и вся система охраны правопорядка, эта уязвимость была прискорбной.
Михаил Соколов: Давайте мы теперь посмотрим опрос, что думают люди, верным ли путем идет Россия.

Идет ли власть России по верному пути?
Михаил Соколов: Это, конечно, не социологический опрос, а высказывания по теме. Тем не менее, традиционная социология дает достаточно высокую поддержку Путину, его действиям. У вас, как ученого, какое отношение к этому? Может быть, более тонкие методы могли бы показать нечто иное или показывают нечто иное?
Александр Эткинд: С моей точки зрения, традиционные социологические опросы, телефонные опросы тем более, не показывают просто ничего. Это все равно что проводить телефонные опросы в тюрьме или в концлагере: вы одобряете деятельность начальника тюрьмы? Все эти люди зависят от начальника тюрьмы. Более того, на первом опросе в тюрьме кто-то бы стал заниматься отрицаловкой, поскольку эти опросы ведутся годами и десятилетиями, ни к чему не ведут, у людей нет никакой власти ничего изменить, а вместе с тем страх и недоверие только увеличивается. Короче говоря, я этим опросам не верю совершенно.
