The CEO of Transparency International Russia was fined due to the lack of “foreign agent” markings

The Basmanny District Court of Moscow fined the General Director of Transparency International Russia Ilya Shumanov 100 thousand rubles due to the lack of the “foreign agent” marking. Mediazona reports this with reference to the press service of the court.

Shumanov was recognized as a foreign agent in October 2022, and the organization he headed was recognized as a foreign agent in 2015.

The fine that was imposed on Shumanov exceeds the fine that could have been imposed on him under the article on failure to fulfill the duties of a “foreign agent” (Part 4 of Article 19.34 of the Administrative Code) as an individual. The press service of the court did not explain to Mediazona the reasons for this decision. Presumably we are talking about a fine for “not labeling” Transparency material.

• The legislation on “foreign agents” is becoming stricter every year. On December 1, 2022, the law “On control over the activities of persons under foreign influence” came into force, as well as numerous legislative amendments to “foreign agency” regulation. • In the spring of 2022, the Prosecutor General's Office recognized the international non-profit organization Transparency International (Germany) as “undesirable”.
