
On July 27, the senior investigator of the first department for the investigation of the particularly important cases of the Investigative Committee of Chechnya Hizir Atangeryev opened several criminal cases at once on the attack in Grozny on lawyer Alexander Nemov and the journalist of Novaya Gazeta Elena Milashin.
Inangery investigator, heading the investigative group created to investigate this resonant crime, qualified the actions of criminals under the following articles of the Criminal Code of the Russian Federation:
p. "A" part 2 of Art. 127 of the Criminal Code (illegal imprisonment committed by a group of persons by prior conspiracy) ,
Part 3 of Art. 144 of the Criminal Code of the Russian Federation (the obstruction of the legal professional activity of journalists, combined with violence and with the damage or destruction of their property) ,
Part 2 of Art. 162 (robbery committed by a group of persons by prior conspiracy, as well as with the use of weapons) ,
Part 4 of Art. 296 of the Criminal Code of the Russian Federation (threat of murder, causing harm to health, destruction or damage to property in relation to the prosecutor, investigator, persons performing inquiry, defender, expert, specialist, employee of the forced execution of the Russian Federation) ,
Part 1 of Art. 325 of the Criminal Code (abduction, destruction, damage or concealment of official documents made of selfish or other personal interest) .
Thus, Chechen investigators legally recognized the fact that their professional activity was the motive for the attack on Nemov and Milashin.
This is, of course, a precedent event that is of great importance for the legal image of the entire Chechen Republic, in which journalists, human rights activists and lawyers regularly receive threats and become victims of physical violence. However, before the attack on Milashin and Nemov, these criminal actions have never received a proper legal assessment and even more never ended in an effective investigation and punishment of criminals.
Criminal cases of violent obstruction of the activities of a journalist and lawyer were instituted after a week of detailed interrogations of Elena Milashina, during which
Investigator Dzhambulat Khazbulatov, coming up with the composition of the investigative group, submitted on the instructions of his leadership, as well as the leadership of the Chechnya prosecutor's office to the interrogation protocol of information about all threats (including murder), which were repeatedly received by Elena Milashina and the entire Novaya Gazeta team from representatives of the Chechen law enforcement agencies and Chechen officials, including the head of the Republic of Ramzan Kadyrov.
So, the notorious quote from R. Kadyrov from his public speech in the spring of 2020 now appears in the protocol of interrogation: in the spring of 2020:

“What kind of woman are you? What mother gave birth to you? What mother, father raised you? I turn to the leadership of the state again ... I am applying to the presidential administration, pay attention to it! Hey, gentlemen from the federal security service ... stop these nonhumans who write, provoke my people ... In the end, tired! If you want us to commit a crime and become criminals, then say so! One will take this burden of responsibility and bear punishment by law. He will sit in prison and come out! .. "

Similar threats, which actually sounded in the wording used by Ramzan Kadyrov, were publicly voiced to Elena Milashina in 2021 by employees of the regiment of the patrol service named after Kadyrov (information about this is also entered in the interrogation protocol).
In addition, in the protocol of the interrogation of Elena Milashina, the threatening statements of the head of Chechnya Ramzan Kadyrov and State Duma deputy Adam Delimkhanov, who were publicly announced in January 2022 in connection with Elena Milashina’s members of the family of the former federal judge of the Supreme Court of Chechnya Sayy Yangulbaev, appear in the protocol of the head of Chechnya.
In particular, the head of Chechnya called Elena Milashin a terrorist and demanded to initiate a criminal case against her,
And deputy Delimkhanov said that he would “cut off his heads” to everyone who defends the federal judge Yangulbaev and his family members, to whom the head of Chechnya publicly threatened that they were “waiting for either in prison or underground”.
During the interrogation of Elena Milashina, investigator Khazbulatov in order to establish a circle of persons who have a motive for the attack, recorded detailed information about the resonant investigations of Novaya Gazeta in Chechnya. All of them are associated with the appeals of residents of the republic on the facts of violation of their constitutional rights by law enforcement officials. It is important for many of these statements that have become the subject of the journalistic investigation of Elena Milashina, lawyer Alexander Nemov worked as a representative of the injured residents of Chechnya or as their defender.

The Chechen investigators for the first time were carefully and carefully interested in the professional activities of journalists and lawyers working in Chechnya on numerous facts of human rights violations.
The editorial board of Novaya Gazeta connects such a radical change in the behavior of the Chechen investigation with a huge resonance, which, on the one hand, caused the barbaric beating of a journalist and lawyer, and on the other, the annoying of Russian society from many years of demonstrative impunity of representatives of Chechen government and power structures.
At the same time, the editorial office of Novaya Gazeta does not consider the investigation of the attack effective, since its main task - to establish the personalities of criminals and bring them to criminal liability - has not yet been decided.
The powers, as well as the modern operational and technical capabilities of the Chechen investigation and employees of the Ministry of Internal Affairs of the Czech Republic, accompanying the investigation, allow us to establish the identity of any resident of the republic in a matter of hours. There is a lot of evidence of this. For example, a resident of Chechnya Islam Nukhanov, who just drove in his car along the so -called Chechen Rublevka and filmed the luxurious houses of the Chechen elite on the video recorder, was calculated and detained by the Ministry of Internal Affairs for the Czech Republic in less than a day. Everyone who somehow caused the indignation of the Chechen authorities, and Chechen operatives successfully carry out their search activities not only in the republic itself, but beyond its borders literally in all regions of Russia, are equally detected.
However, all these skills of operational employees of the Ministry of Internal Affairs according to the Czech Republic evaporate without a trace when it comes to the criminal actions of their own colleagues.
25 days have passed since the attack on Milashin and Nemov, and the investigation still has no specific information about the attackers.
