In July 2023, President Vladimir Putin signed a record number of secret decrees - 62% of the presidential documents were not published. This is evidenced by the calculations of "Mediazons" on the serial numbers of the presidential decrees.
All decrees of the President are numbered in order from the beginning of the year. If any number in the published documents is not found, then it was assigned to a secret decree.
There was no such high share of secret decrees for the entire time of Putin's presidency. Only once in the history of modern Russia, the share of secret decrees was slightly higher - 64% in January 1999. According to the results of the first seven months, the 2023rd year takes first place in the share of non-public orders, which turned out to be 48% of the total.

Immediately 12 secret decrees were signed between July 27 and 31 - this is the maximum number of missed numbers of decrees in a row from the beginning of the war. Before signing a pack of secret documents, Putin gave Russian citizenship to the American hockey player Brennan Menell (Dynamo), and immediately after - signed a voluminous list of state awards.
As Mediazona previously said, secret decrees are often related to the awarding of combatants, including posthumously. At the very beginning of Russian aggression in March 2022, the share of secret decrees reached 54%, now it rose even higher against the background of a large -scale Ukrainian counter -offset.
