In early March 2021, a funny sight could be observed in the capital of Chechnya. Milskaya is a member of the Board of Trustees of the Organization, and Ekaterina Mizulina, daughter of Senator Elena Mizulina - her director. “The head of the Ministry of Emergencies Evgeny Zinichev died. He died in the performance of official duty, as a real lifeguard. The tragedy happened in Norilsk, where the minister flew to the exercises. The famous film director Alexander Melnik was also there. For many years he collaborated with the Ministry of Emergencies, and in Norilsk he chose a place for filming. The miller fell off the cliff, and the minister was the first, without hesitation, rushed to his aid. Both died, ”so on September 8, 2021, Channel One reported the tragic death in the Krasnoyarsk Territory of the then head of the Ministry of Emergency Situations. As you know, Zinichev was not just a minister, and at least another person was very worried about his family about his death. On Putin’s trips, all his adjutants accompany, at least four of them, the same interlocutor × continues.
Over the past two terms, Putin showed a special career care for his guards - they were appointed to the responsible positions, then the Minister, then the Governor. But Zinichev was one of the favorites in this series. Perhaps the reason is that he was with the president for a very long time - 23 years of service in the FSO, of which 8 were the adjutant of Putin. It is also possible that the reason was in the positive personal qualities of Zinichev, about which the former employee of the presidential administration told the “project”: “Unlike many others in the FSO, he was just a good person, and in the sense of corruption too.”
Putin first sent Zinichev to the governors of the Kaliningrad region, an important Western outpost of Russia, where one of the President’s residences is also located - a huge cottage on the shores of the Baltic in the village of Pionersky. In Kaliningrad, a good guard came out of embarrassment - it turned out that it was not created for public politics. From the very first press conference, Zinichev retreated, limiting himself to several phrases. As a result, after only 2 months, Zinichev left Kaliningrad, as officially claimed, "for family reasons." It was unofficially reported that Zinichev simply asked Putin to save him from the need to occupy a public position. However, President Zinichev did not drop off the accounts, and soon sent the minister to work. So, in the fall of 2021, the Minister-Sector was in Norilsk. And there it happened that the state media presented as death when saving a person. However, a local resident who knows the circumstances of the incident describes the events not like the Channel One. With this interlocutor, the correspondent of Project communicated shortly after the deadly incident in the fall of 2021 ×. On the first day of a trip to Norilsk, the minister was engaged in business - he met with the governor, inspected local rescuers and so on. And in the early morning of the second day, taking with him the director of the Melnik, with whom he was friends, and his two closest subordinates (Zama Andrei Gurovich and the head of the apparatus Vadim Soinikov, who later, by a funny coincidence, will be arrested for financial crimes) went by helicopter to the Putoran Reserve, one of the most beautiful places on the ground, a large mountain plateau with many rocks crevice and cold waterfalls. From Norilsk to Putileana 170 kilometers, Zinichev had no official need for this journey. The Ministry of Emergencies will then say that the incident allegedly happened at some exercises of rescuers. And the state media wrote that Zinichev and Melnik allegedly were looking for nature for a new film. Both that, most likely, nonsense. The guests by the time of arrival at the Kitababo-Oron waterfall were pretty drunk, the interlocutor of Project × said. The miller was not particularly necessary to look for nature in this place - he already shot in Putoran, and specifically at this waterfall, episodes of his previous film “Territory”. But Zinichev was here for the first time and in his free time: our interlocutor suggests that the director invited a friend to see local beauty. “Just the same minister was broken. When they stood nearby, he slipped, he suffered and the miller tried to grab him. But it turned out that both flew down. Then I didn’t read what: that the miller fell into the water, he tried to pull it out. They fell both heads down and crashed at once, ”recalls the interlocutor of the“ project ”.
Be that as it may, Putin was in mourning, he awarded Zinichev as a star of the hero posthumously and came to his funeral. While the president mourned his former guard, the place at the head of the Ministry of Emergencies was empty. Employees of the ministry built assumptions which of Zamov Zinichev would receive a promotion, but their forecasts did not come true. It turned out that this head of the emergency department was also the Putin adjutant, the former colleague of Zinichev, as well as another presidential adjutant and favorite Alexei Dyumin, now the Governor of the Tula region. Kurenkov had no more experience and skills in public politics than Zinichev that of Zinichev. Before the FSO, he worked as a physical school in a Moscow school. Then he also received a non-physical education higher education in one of the capital's universities, the quality of the diploma of which is doubtful (in 2004, Kurenkov, according to the official biography, graduated from a non-state Moscow Psychological and Social Institute).

Such a long excursion in the biography of Putin’s guards is needed for this: the story of Zinichev and Kurenkov played an important role in the life of the Orthodox figure of Elena Milskaya. Kurenkov is the actual husband of Milskaya, the marriage with whom he discovered great material and political prospects for her. “Project” learned about the marriage of Milskaya and Kurenkov from a source that worked in one of the Russian state -owned companies, and also confirmed with the help of a discovered document, where the couple was mentioned as a husband and wife. The mobile phone number of Milskaya for some users is recorded as “Kurenkov wife”. However, with another user, it is recorded as “breds the money of the rich men” ×.
You will not find information about the marriage of these people in official data. In the biography of Kurenkov, on the website of the Ministry of Emergencies, even the standard mention of "married, has children." Not any official biography of the Milian references to the family also. This can be both personal and corruption explanation. Firstly, the fact is that everyone in this pair, already in a relationship, was like in a marriage. Kurenkov officially divorced his previous wife in 2019, and almost immediately coped the wedding with Milskaya. This, however, often happens, and in situations where this does not conflict with a public way of a person, usually does not cause complaints. Milskaya, on the other hand, built her activities in the propaganda of “spiritual bastards”, invented by President Putin in 2012. Putin himself and his daughters, by the way, also prefer not to formalize his relationship - Putin and Alina Kabaeva, and Katerina and Maria - with her now former chosen ones Kirill Shamalov and Yorrit Faassen, respectively ( the first episode of the series “House of Life and the customs of the era of P.” was devoted to this).
But like Putin, Kurenkov also has a material incentive to hide personal relations. FSO officers generally have always opposed the disclosure of information about their income and property, and if they reported, then each time came across a lie. So here. “Project” found in the family of Kurenkov and Milskaya in personal property there are at least two expensive houses (not counting state real estate laid down by the Minister for rank), a park of chic cars and state contracts, which were essentially secured by Putin. In 2018, the president of the country in a message to the parliament proposed another populist idea. He decided to create in a number of cities-Vladivostok, Kaliningrad, Sevastopol and Kemerovo-some cultural, educational and museum complexes "to disclose the potential of our regions." Many works of art remains in the "reserves" of the central museums, why not exhibit them in the regions, Putin explained. Like his other populist ventures, he also proposed to finance this at the expense of citizens, namely, from Rosneftegaz money, the state oil and gas “Kubyshka”. Конечно, сам «Стройтрансгаз» строит в Калининграде далеко не все: на месте он нашел субподрядчиков.
Первый из таковых — это строительная компания «ПозитивИнфо», второй — «Калининград Балттранс», сдающий в аренду технику. Их совладельцем — прежде открыто, а теперь через номиналов, — является Елена Мильская (в Калининграде у нее есть и еще одна компания в строительной области, не связанная с субподрядами «Стройтрансгаза»). В компаниях партнером Мильской значился некий Олег Старченков. Это водитель бывшего калининградского чиновника и бизнесмена, ныне уже покойного Анатолия Хлопецкого, рассказал собеседник «Проекта» в кругу калининградских политиков × . Хлопецкий был видным деятелем в мире дзюдо и самбо, президентских видов спорта.
В 2022 году выручка трех калининградских фирм Мильской составила 4,6 млрд рублей. Деньги эти в основном заработаны благодаря контрактам со «Стройтрансгазом». В частности, в прошлом году компания «ПозитивИнфо» за работу на президентской стройке получила от 1,8 млрд рублей × .
Путинский проект не закончен ни в одном из городов. Готовность объектов в Калининграде — от 30 до 70 процентов. Соломон Гинзбург, член общественный палаты Калининградской области, называет путинскую стройку «потемкинской деревней». По его словам, региону был куда важнее онкологический центр, введение которого в эксплуатацию задерживается уже почти на 4 года. «По строительству культурного центра больше вопросов, чем ответов. Смотрелось забавно — муж и жена, как ни в чем ни бывало, подписывают друг с другом по сути государственный контракт. Вскоре после этого «Национальный мониторинговый центр» получил прямое бюджетное финансирование — в ближайшие три года центру гарантированы 600 млн рублей, следует из закона о бюджете на 2022 год × .
Что на эти немалые деньги делает НКО Мильской-Куренкова? Если следить за сообщениями МЧС, то выглядит, будто работа кипит. Хотя и тут не обошлось без комизма. Пресс-служба МЧС и государственные СМИ, как могут, пиарят организацию жены министра, делая вид, что связи между этими двумя людьми нет. September 2022. Спустя месяц вновь — Куренков приехал в Белгородскую область, где опять побывал в лагере для украинских беженцев. И тут в кадре снова были люди в тех же майках, которые на этот раз таскали коробки с детским питанием.
«Для Мильской Национальный центр помощи детям — это прикрытие под видом благотворительности для своей экономической и политической деятельности», — объясняет собеседница «Проекта» из среды волонтерских организаций, ранее сотрудничавших с НКО Мильской. По её словам, МЧС блокирует деятельность общественных организаций, в том числе поисковых отрядов, которые не входят в сферу влияния Национального центра (им, например, отказывают в помощи региональных МЧС).
Впрочем, что-то центр Мильской все-таки делает. Хотя, возможно, лучше бы не делал.

Это слова Даниила Мартынова, замначальника Росгвардии по Чеченской республике, отправленные им аудиосообщением президенту Чечни Рамзану Кадырову 18 февраля 2022 года из Беларуси, где в тот момент в ожидании вторжения в Украину стояли части чеченских гвардейцев. Мартынов координировал участие кадыровцев в полномасштабном вторжении в Украину. Сообщения были перехвачены украинской разведкой и позже опубликованы «Би-Би-Си».
Киев Мартынов не захватил, но в Украине «прославился» — после того, как «кадыровцы» зачистили захваченный городок Бородянка, одна из местных жительниц так вспоминала этого командира:

Мильскую с Мартыновым связывают карьерные и вероятно деловые отношения. Именно в гудермесском университете спецназа Мильская организовала учебу волонтеров своего центра помощи детям. Об совместном проекте Мильская рассказала на заседании Госсовета с Путиным в 2019 году × . Содержание контракта между двумя структурами неизвестно, но важно понимать, что университет спецназа — это не государственное, а частное заведение, конечным бенефициаром которого через цепочку юрлиц значится некий Алексей Чудан. Наиболее вероятно, Чудан, тоже выходец из «Альфы», — лишь номинал Мартынова. Он сопровождает шефа в поездках, а в самом университете Чудан работает простым инструктором.
После неудачного наступления «кадыровцев» на Киев Мартынов тем не менее получил новое назначение. С лета 2022 года он — советник главы МЧС.
Это открыло перед Мильской, Мартыновым и Куренковым новые перспективы — от идеи учить волонтеров искать детей они перешли к идее учить детей убивать на войне. В декабре 2022 годана форуме «Мы вместе» × Мильская и Мартынов объявили о создании 10 региональных центров ( позже план стал включать уже 12 объектов) «военно-спортивного воспитания и патриотической подготовки молодежи». Для этого проекта была зарегистрирована очередная НКО — «Центр развития военно-спортивной подготовки и патриотического воспитания молодежи» с 12 филиалами от Донецка до Салехарда. В директора прочат адмирала Сергея Авакянца, экс-командующего Тихоокеанским флотом, сообщало РИА «Новости» × .
Обучение рассчитано в первую очередь на школьников 14-18 лет, а также на добровольцев из числа мобилизуемых россиян. Подросткам и взрослым за 120 часов планируют дать основы огневой, инженерной, физической и психологической подготовки, управления беспилотными аппаратами, тактической медицины.
Из федеральных и региональных бюджетов детский центр, который продвигает Мильская, получит огромные деньги. Сначала речь шла про 400 млн рублей, сообщал РБК со ссылкой на источники, × однако уже в феврале 2023 г. премьер-министр подписал распоряжение о выделении НКО 2,7 млрд рублей из резервного фонда правительства.
Кстати, чеченский филиал новой НКО возглавил некий Павел Козлов. Если изучить его биографию, выяснится, что ранее Козлов в звании подполковника служил в ФСО, а еще точнее, в службе безопасности президентав 2008 году он попал в объективы репортеров во время визита в Москву президента Аргентины Кристины Фернандес де Киршнер × , то есть там же, где до него поднимались по карьерной лестнице Александр Куренков, Евгений Зиничев, Алексей Дюмин и их общий покровитель, нынешний глава Росгвардии, а прежде главный охранник Путина Виктор Золотов. Последний ко всему прочему всегда считался покровителем чеченского вожака Рамзана Кадырова. Покровителем не небесным, а кремлевским.

Лагерь беженцев «Ромашка» в Ростовской области, где в разгар войны с Украиной побывал министр Куренков, известен тем, что туда были вывезены дети из детских домов оккупированного еще в 2014 году Донецка. Среди других детей есть девочка по имени Диана. Сейчас она вместе с двумя сестрами и братом вывезены за полторы тысячи километров, в башкирский городок Учалы.
Анкеты всех четверых размещены на тематических сайтах, где дети предлагаются к усыновлению. Все это запрещено женевской конвенцией о защите гражданского населения во время войны.
Впрочем, участие Мильской в операциях по вывозу украинских детей еще более явное.
