In addition to 34 constituent entities of the Federation, where they choose the governor and/or regional parliament, in the list of Khabarovsk with the elections of the mayor and another 5 regional capitals, where only the City Duma is chosen; At the same time, for some reason there are no three single-member districts in the "elections" to the State Duma. That is, the list of 40 regions could be made differently. It was impossible to understand from the text of Navalny what is meant an election campaign within the borders of 1991. Worse - participation in the rashist "elections" is incompatible with respect for internationally recognized boundaries.
