The Zamoskvoretsky District Court of Moscow arrested digger Nikita Dubas and CEO of the Sputnik aggregator Alexander Kim in the case of the death of eight people during an excursion to the sewers of the Neglinka River. RIA Novosti reports this.
Kim and Dubas are accused in the case of providing services that do not meet safety requirements and negligently resulted in the death of two or more persons (Part 3 of Article 238 of the Criminal Code). The investigation considers them to be the organizers of a tour of Moscow sewers, which resulted in the death of eight people; both men refused to admit guilt.
Shortly before the tragedy, digger guide Konstantin Filippov, who was conducting the excursion, contacted Dubas - he clarified the details of the route with the accused. Kim became involved in the case due to the fact that through his Sputnik service it was possible to sign up for a walk along Neglinka and similar tours.
Another person involved in the case, the general director of Avangard LLC Alexander Lazovsky, was put on the wanted list. On August 20, 31-year-old digger Filippov and seven other people went on a tour of the sewers of the Neglinka River. On this day, it rained heavily in Moscow - according to meteorologists, 60% of the monthly precipitation fell. Because of this, the water in the sewers rose sharply, the excursion participants were unable to get to the surface and died.
On the same day, the body of a girl was found in a sewer near Moskvoretskaya embankment; the next day, the bodies of two more teenagers were found in the Moskva River near Zaryadye Park. By August 22, the bodies of the remaining participants in the excursion were found .
