The notification was submitted by local resident Tseren Basangov. The event, designed for 300 people, was going to be held on August 23 at Ippodromnaya Street, 1. Basangov, in a conversation with the Caucasian Knot, noted that the only official site in the city for public events is located there.
The mayor's office refused to approve the rally, saying that renovations were planned at this address. Officials proposed holding the rally after September 18 and did not offer alternative sites. Basangov filed a claim with the Elista City Court, but it was rejected.
As Tseren Basangov told the Caucasian Knot, the water supply in the city has been disrupted. “I can’t say that the problem of housing and communal services has arisen only now. For us, this is more or less constant - in hot or cold, summer or winter, sometimes there is no water, sometimes there is no light. Either the wind blows, then the sun gets hot, or something else—communications fail, and in winter people sit without electricity, and in summer without water. But now, when the heat is so intense, it has become completely unbearable. Thousands, dozens of people are suffering!” - the activist added. Basangov emphasized that the problem of extreme heat will not be relevant in September, when the mayor’s office is ready to approve the rally.
The editor-in-chief of “Modern Kalmykia” Valery Badmaev noted that only a third of the site is occupied with repair work.
