The Russian authorities began to allocate tens of millions of rubles for the construction of memorials to the fallen “participants of the Northern Military District” in different regions. Nest found the first such tenders on the government procurement portal.
The largest purchases for the creation of the “ alley of SVO participants” in June-July 2023 were made by the authorities of Yuzhno-Sakhalinsk. Previously, local officials approved the concept of designing such memorial places. Two contracts for “Improvement of the territory for honorary burials of SVO participants” at the Khristoforovsky cemetery have already cost the city budget 113 million rubles ( 1 , 2 ).

For this money, sidewalks and paths will be asphalted on a plot of 10 thousand m², benches and a modular toilet will be installed, lighting, video surveillance and audio transmitters will be installed, paving stones will be laid, landscaping will be done, granite tombstones and a three-meter memorial stele will be installed. All work will be completed by November 15, 2023. Judging by the working documentation (GP. pdf), the alley project provides for 238 graves and a columbarium with 156 cells. All monuments on the Heroic Alley will be in the same style; they will be installed only after the consent of the relatives of the victims.
Work to improve military graves will also be carried out in Petropavlovsk-Kamchatsky. Earlier in June, the governor of the Kamchatka Territory proposed creating memorials in municipalities in memory of the fallen “participants of the Northern Military District.” Here, under two contracts ( 1 , 2 ) with a total value of 14 million rubles, the territory will be fenced and landscaped and 32 granite tombstones will be installed with the inscription “Defender of the Fatherland from the Kamchatka Territory” and “gave his life in defense of the Fatherland during a special military operation to denazify and demilitarize Ukraine.” All work must be completed by November 20.

At the Chernorechenskoye cemetery in Surgut, the city authorities will install the Obelisk of Memory memorial. Black granite steles with images of participants of the Northern Military District and the Great Patriotic War will appear before the end of October in the “Walk of Glory” military graves quarter - where Russians who died at the front are buried . According to State Procurement, its cost will be 1.25 million rubles .

In August, the authorities of Rostov-on-Don signed two contracts for the arrangement of burial sites for “SVO participants” (1, 2). Earlier, officials also approved a unified concept for the design of these places.

The total cost of work at the Rostov and Northern cemeteries will be 5.5 million rubles . By the end of November 2023, four blocks with burials will be landscaped here and identical memorial tombstones will be installed.

Block No. 30 with the burials of “participants of the Northern Military District and the Great Patriotic War” in Tomsk will also be improved. Work will be carried out at the cemetery near the village of Voronino at a total cost of 8.7 million rubles ( 1 , 2 ). An asphalt road will be built along the perimeter of the block, and the passages between burial sites will be paved with tiles.

In the city of Kukmor in the Republic of Tatarstan, five gravestone monuments to “participants of the Northern Military District” will be erected . Work worth 686 thousand rubles on the Military Glory Alley will be completed by the end of 2023.
