"No money. Wait." People with disabilities were left without rehabilitation means

People with disabilities throughout the country complain that for months they do not receive TCR (technical means of rehabilitation) and compensation for them. For some, this is a deterioration in the quality of life, and for someone-without metaphors-the line between life and an imminent death.

Yuri from the Krasnodar Territory is afraid that he will not have money for the purchase of the ureter. These are sets for scooterization, each of which costs about 240-250 rubles. About 6 pieces are needed per day, respectively, per month-150-180 pieces (about 40 thousand rubles), depending on the frequency of urination.

- When a lot of urine remains in the bladder, it must be removed using a special urinary receiver. If this is not done, urine begins to mold, turn green, an infection is arising, ”Yuri explains. - Purchases of these urinary receivers take place every three months. In March, I submitted an application for the payment of TCR, the next - in June. Both times they have not allocated money to me, the delay is already six months old. And now I need to submit documents in September. But neither I nor relatives have money - they are all pensioners. And banks do not give more loans - there are delays. And, accordingly, I cannot carry out this procedure. There are two options: do not drink water-then I’ll live for seven days, if you drink water, then gradually the bladder will overflow and burst-in two or three weeks.

The delay is not the first time in the Krasnodar Territory. Before that, I submitted an application in December last year, and the money came only in May - in fact, the same six months. But then I had some kind of stock of money. It turns out a egregious violation of the law, since compensation should be given within a month. There is no criminal liability for violation of the deadlines, so they do what they want. In an extreme case, they will pay some fine, and everything will get away with them.

I periodically call the hotline. Some operators say: you know what the situation is in the country now? Recently, they offer to contact the governor’s reception. I once wrote there-not an answer or greetings. He wrote to the president’s reception - from there the complaint was sent to the Ministry of Labor, an unsubscription to the phone came from it, on which I could never get through. He wrote to the prosecutor’s office - the unsubscribing also came that the federal budget was not financed, that's all. Now I see that complaints are going on throughout Russia-I began to look for where I can take part, somewhere else to write a complaint. Tell me, what is it? Genocide of people with disabilities? And now, from the war, even more disabled people are returning ... What now? It turns out that they will be killed through non -payment. Like, the war will write off everything, says Yuri.

“The problem is large-scale. There are complaints from all regions without exception. Both compensations and electronic certificates are a common problem for the whole of Russia,” said Elena Klochko, chairman of the Council of All-Russian Organization of Parents of Parents of Parents of Parents of Parents. The All -Russian Society of Persons with Disabilities is also faced with the same problem.

Evgeny from the Altai Territory is an illuminate illness, which affects the spine and threatening immobility. In 2018, he had an operation, installed a titanium structure on the spine, but treatment can only slow down the disease and improve the quality of life. Eugene needs to wear a corset with half -burned fixation with two metal plates for several hours daily, but he still does not have it.

“In 2021, the regional social insurance fund concluded a contract for the supply of corsets with the Moscow company Stan,” says Evgeny. - When I turned to the fund with a question about the corset (now the supply of TCR is allocated by law for a month), they told me that the supplier was very dishonest and does not fulfill his duties. In January 2023, I again turned-already to the social fund of Russia (SFR), received the same answer. In March 2023, he wrote a statement to the prosecutor's office. The prosecutor's office supported me, sued. The last meeting was held on July 25, the decision was made in my favor, but there are no shifts yet.

- What is it connected with?

- I do not know, this is due to the lack of funds or just a bureaucracy. But I have a metal structure on my spine, 18 bolts, of course, I need to wear a corset for several hours daily to facilitate the load on the spine. And I have no alternative. Without a corset, my disease progresses, I am constantly at home.

- What is promised to you in the Social Insurance Fund?

“The only thing that happened was the paper that they would be given a corset until October 31, 2023.” I wait (a corset worth 6500 rubles - this is half the pension of Eugene - it is necessary to change once a year) .

- I acquired a child on June 15 TSR at my own expense for 45 thousand rubles. More than two months have passed - there is no compensation. In general, Putin issued an order that reimbursement within 20 business days plus weekends - it turns out a month. It is unrealistic to get through to the FSS (Social Insurance Fund. - Approx. SD) . Yesterday I got through for the first time in two weeks, they say: "Later." What later? To call back or later payment? I did not understand anything. There is no financing. I wrote a statement in the field, there is an answer to wait a month.

- There were no delays before?

- It happened for six months, but for a long time. I then wrote to the prosecutor's office. Recently, there have been no delays. We buy everything necessary for our money, the amounts are rather big. In November, I have to buy more than 100 thousand, but I also need to take them somewhere, I do not work, I am at home with a child, I am engaged in rehabilitation. Electronic certificates were introduced - only shoes and diapers can be bought. It seems that we facilitated the situation, but there are no funds on the certificate.

By law, the needy can buy TSR at his own expense (provided that it is recommended to him in an individual rehabilitation program) and receive compensation for costs from the social fund of Russia. In this case, the amount of compensation can be equal to the value or compensate for the amount partially, it all depends on the cost of the SFR purchases identical technical means. For example, an ordinary wheelchair can cost 30-50 thousand rubles. But many people with disabilities need individually selected tools with various additional functions. And such a stroller will cost 5-10 times more expensive.

- And then the difference is paid by a person from his pocket. If we talk about children with disabilities, then they especially need to receive high-quality rehabilitation funds in time in order to have time to eliminate or compensate for persistent disabilities of life, ”says Alexander Batluk, chairman of the regional branch of Vordi of the Primorsky Territory. -For example, if, in the early stages of establishing disability, the child begins to select the right strollers, corsets, walkers, hearing aids, then we can prevent a deterioration in the state of a growing person or help compensate for some development restrictions. But today, children with disabilities (and adult disabled people) are very often provided with rehabilitation means that do not fulfill their purpose, because neither individual parameters nor the features of the disease are taken into account. And as a result, this tool does not perform its functions, but it can also aggravate the disease of a disabled person. In the future, if you do not solve these problems in time, you will need more effort, operations and financial resources.

In mid -July, a bill was introduced to the State Duma with amendments to the law "On the social support of disabled people in the Russian Federation." Its authors propose to increase the expenses of the federal budget for technical rehabilitation funds for people with disabilities. In 2022, according to the Russian Social Insurance Fund, TSR expenses decreased by 11.7%compared to 2021. The government’s review of this bill states that there is no need for legislative regulation of this issue. In early August, the Russian Prosecutor General’s Office of Russia began a verification of compliance with the rights of disabled people to receive TCR.

In Maria Turmenko from Primorye, his son is a hearing hearing, the state compensates for about 10% of the cost of the hearing aids that suits him. The last time the compensation delay was several months - the money usually comes at the end of the year.

- Hearing aids that allow you to hear everything are very expensive, and produce them abroad. This year we received compensation for two hearing aids 38 thousand, and bought for 380 thousand. The second option - we can get a hearing aid for free, which is not suitable for your son by any technical characteristics. The doctor, in whom we are observed, says that this apparatus is not suitable for his son, he will not be able to compensate for the loss of hearing to the child. As for compensation: they are paid, but only I do not understand where these amounts come from, and each time they are reduced. Everything in our country is getting more expensive, and compensation is reduced constantly. At the same time, in Moscow, for example, they compensate for 100 thousand, we have 40.

Kira from the Khabarovsk Territory has no hand from birth. Now she cannot get two products at once: the cosmetic prosthesis of the forearm and the bio -dentse.

- I work as a teacher, and I have no way to buy prostheses for my funds, they are paid by the social fund of Russia. I submitted an application for a cosmetic prosthesis at the end of May, since then I have been waiting, its cost is about 200 thousand rubles. What is the reason for the delay is unknown to me. When I wrote an application for this prosthesis, I waited 60 days - this is the maximum term for the law to allocate a complex TSR, and a cosmetic prosthesis is a simple product. I began to call - the FSS officer said: "There is no money, there is no funding. Wait." Employees are denying, curls like a snack in a frying pan, but nothing is done. Just today I received the answer that no one knows anything, the base does not work, the program is turned off. I asked to check in a single system - they refused. I wrote a letter to the central apparatus, the answer came to me - unsubscribing. In parallel, an appeal was written to the regional department with a request to clarify. Almost a month has passed - there is no answer.

- Didn't you provide a bioonic prosthesis?

- I passed the VTEK medical board on December 28 last year, the next day I wrote an application for a bionic prosthesis. But only in April was a contract was concluded, and then with my active participation. I constantly called, wrote, including a complaint to the prosecutor's office. The model of my prosthesis is called "manifesto", it is collected from domestic components, it does not suit me. For example, the brush on the prosthesis is much larger than my natural brush. It looks with such a large male fist. They cannot do less - the supplier is the smallest size. There are foreign manufacturers who have small brushes, and the quality is higher, the weight is less, but the price is many times larger. My prosthesis costs a little more than 2 million rubles, and imported, for example, Vincent, 6-7 million, of course, no one will order me for budget money. I just talked with the representatives of our FSS, invited them to try on the prosthesis to see how suitable it is.

The holder of my contract-the Khabarovsk prosthetic and orthopedic enterprise (Prop)-purchases components that do not correspond to the specifications of the contract and which are not suitable for me. The prosthesis has many small shortcomings, which after three months and mass of effort, one might say, scandals on my part - were eliminated.

I have a friend who received such a prosthesis a year ago, but it does not use it, because the sensors work falsely. At her request, they made a correction, but the situation has not changed. As a result, she was simply told: "You do not know how to use a prosthesis." I tried these prostheses, when the hand is moving, the brush can accidentally become unchanged or, conversely, shake.

I need a bioonic prosthesis, I spent a lot of time on the trip, for fitting. In a prosthetic enterprise, the practice is such - they try to sue: "Take, take it." Up to the point that they offer to take a non -working prosthesis, and then send it from home to the company for repair. “How do you imagine?” I ask. “I will write the value of the package of 2 million - who will be responsible for its safety?”

Now I will go to the fitting, knowing that the prosthesis has not been finalized. So I constantly wander, I am asking me to work. It is good that they go towards me. In the end, they will say: either work, or go solve your problems. Now is summer, vacation - I hoped that there would be enough for three months to make a prosthesis. This did not happen, because there, too, were on vacation.

-Why are there so many problems, because your prosthesis is not the first, for a prosthetic orthopedic enterprise this is a routine work?

- We have now taken a course for import substitution. Here is the supplier of components - resident Skolkovo. They give him money. But these components do not always answer quality. There were cases when users were given prostheses and allowed to sign an agreement where it is written that this rehabilitation tool is a prototype, that is, for the money of the social fund gives samples that are tested, and then eliminate deficiencies over time. One user Anna Kilina showed her prosthesis in Yetube - there the fingers fell off.

Of course, everyone now tells us that there is not enough money for everyone, that no one will approve of expensive high -quality prostheses. High -quality - this means, should not break. All users say: many problems. I live in the suburbs, I need to go to the city to take a prosthesis for diagnostics. He will be sent from Khabarovsk to Moscow, all this takes weeks. They do not give an excess prosthesis. There are people who could not use the prosthesis for nine months a year, since it was in the repair, ”says Kira.

According to relevant institutions , the share of Russian prosthesis prostheses of the lower extremities in the domestic market does not exceed 20–25 percent, and no more than 10 percent prostheses. The speaker of the Federation Council Valentina Matvienko is confident that Russian enterprises have all the necessary developments for replacing foreign products, but it is extremely difficult to scale them without serious state support. "We cannot depend on unreliable supplies from unfriendly countries" on the issue of providing TSR disabled people, she said on July 4 at a meeting with Prime Minister Mikhail Mishustin.
