
Council on Foreign Relations analysts Jacob Ware and Bruce Hoffman write in Foreign Affairs that the United States, rather than defeating terrorism, has itself become a breeding ground for far-right terrorism :

The shooter's manifesto states that " the number of non-white occupiers in America continues to grow and grow - and no one cares " . The killer also mentioned in the manifesto a similar attack - which inspired him - carried out earlier this year by a white supremacist . He carried out a shooting in a black neighborhood in Buffalo, New York .
