A man from the city of Malgobek, whose name has not been named, came to the police himself. He did this after the security forces came to his parents. At that time he himself worked as a shift worker in the north of Russia and returned to Ingushetia.

The newspaper “Ingushetia”, established by the authorities of the republic, which was the first to report the detention of the protest participant, claimed that he was wanted. According to Guliyev's lawyer, he did not see the search warrant. Therefore, as the defense lawyer noted, the man “was not wanted for a long time and was not on the run.”

According to investigators, a participant in a rally in the capital of Ingushetia, Magas, during the dispersal of the rally on the morning of March 27, 2019, threw a metal fence towards the security forces. It affected the policeman, who “experienced pain and mental suffering.” A complaint was filed against a resident of Malgobek for using life-threatening violence against a police officer (Part 2 of Article 318 of the Criminal Code).

As lawyer Guliyev noted, the injured policeman, according to the forensic medical report, “did not suffer any harm to his health.” In this regard, he is going to seek a mitigation of the charge.

In the spring of 2019, took place mass protests in Magas against the agreement on a new administrative border between Chechnya and Ingushetia. On the morning after the action that began on March 26, the National Guard came to disperse the remaining protesters in the square, who responded by throwing stones and chairs at the security forces.

More than 40 protesters were sentenced under the article on the use of violence against security forces. Police officers who refused to disperse the protest also received suspended sentences . Seven leaders of protests due to changes in the border of Chechnya and Ingushetia were given sentences ranging from 7.5 to 9 years in prison.
