Ministry of Defense: There are no plans for additional mobilization

The Ministry of Defense does not plan to conduct additional mobilization measures to continue the war in Ukraine, the deputy chief of the Main Organizational and Mobilization Administration of the General Staff Rear Admiral Vladimir Tsimlyansky said at a briefing on September 29.

According to him, contractors and volunteers are enough "to complete the assigned tasks." Tsimlyansky noted that the country has created a "network of selection points for military service under a contract and the number of instructors for working with candidates was increased." The number of Russians who want to conclude a contract with the Ministry of Defense "has grown significantly," the representative of the department said.

• Putin announced the mobilization of Russians to war with Ukraine at the end of September 2022. A little more than a month later, he said that the mobilization was over, but the decree did not sign this. Later, in response to a deputy request, the presidential administration confirmed that the mobilization decree continues to operate. On September 13, 2022, the Kremlin press secretary Dmitry Peskov said that at the moment there is no talk of mobilization. ”
• On April 11, the State Duma of Russia adopted amendments to the bill regulating the procedure for calling for military service in Russia and forming an electronic register of military registration. The main innovation was the electronic agendas, legally equalized with the previous paper - such summons can be sent not only to the draftees, but also to all military military, including subject to mobilization. According to new standards, upon receipt of the agenda it will be forbidden to leave the country. The authorities also had the opportunity to deprive the driver's license of all, about whom information in the military enlistment offices was not updated.
• The Russian authorities regularly declare an active set of contractors to continue the war in Ukraine. On September 12, Vladimir Putin said that for six months contracts from the Ministry of Defense signed 270 thousand people. Three days later, he said that the amount increased to 300 thousand. On September 26, Dmitry Medvedev said that since the beginning of the year 325 thousand contractors had come to the army.
• On October 1, 2023, a call for military service begins in Russia. Experts believe that in the coming months after the start of the call, the Russian authorities will not be able to mobilize, since the infrastructure will be occupied by conscripts.
