On September 4, the National Agency for the Prevention of Corruption in Ukraine again opened access to the register of corrupt officials - for the first time since the beginning of the large -scale invasion of Russia. It is officially called the Unified State Register of Persons who have committed corruption or offense related to corruption.
In the conditions of martial law, the Cabinet of Ministers considered it necessary to limit the functioning of information systems and public electronic registers for a very obvious reason. For a year and a half, it turned out that the harm from such a decision, at least from the point of view of the National Anti -Corruption Agency, began to outweigh the benefits. The lack of information complicated the work of state bodies and other organizations when appointing, for example, on potentially “bread” positions related to public purchases and so on.

The Ministry of Defense did not object to the opening of access to the registry, but gave certain recommendations about security measures. Therefore, now in the registry, where more than 46 thousand records, data is not displayed about the place of work and position of a person at the time of his corruption offense.
The author of the note, not without reason, believes that the register has opened again not only for this reason. At least the last six months of the United States, it is more persistent about the reforms that should be carried out by Ukrainian authorities without interruption from hostilities. And the first of them are reforms that contribute to the fight against corruption and turning Ukraine into a more reliable and attractive place for foreign investment. Further assistance from international partners directly depends on this process. Important: this refers to economic assistance. For military assistance, such conditions were not exhibited.
Of course, a citizen or a citizen can be officially considered and, accordingly, to be entered into the register only after the wine is legally proved and established by the court sentenced,

Although the detention curve always goes up as soon as the wishes of Western partners become categorical.
On October 2, thanks to the American publication Politico, information on the US confidential strategicdocument was devoted to the publication: the presidential administration Biden is much more concerned about corruption in Ukraine, which is recognized. “In the“ delicate but unexpected version ”of the long -term state plan, the steps are listed that the administration takes to help Kyiv eradicate official crimes and in another way to reform a number of sectors,” the newspaper writes. At the same time, the confidential version states that the idea of corruption at a high level can “undermine the trust of the Ukrainian public and foreign leaders in the government of the war.” It is noted that the Biden administration wants to force Ukraine to stop bribery. But too loud statements of this kind are able to cheer up and multiply the ranks of opponents of the assistance of the United States to Ukraine, here is such a dilemma.

An amazing coincidence, but on the same day, October 2, the SBU and NABU (National Anti -Corruption Bureau), they informed the “exposure to corruption” (exactly like that!) Sum and director of the city infrastructure department - without the names of detained officials. Mayor Alexander Lysenko and director of the Department of Infrastructure of the City Council Alexander Zhurba (Ukrainian journalists immediately wrote about them anonymously) demanded from local entrepreneurs a bribe for doing business. I quote the official message: “It is documented that they“ imposed a tribute ”by a local company engaged in garbage collection. The defendants demanded 2 million 130 thousand hryvnias from the entrepreneur. In case of refusal, they promised problems. The SBU and NABU detained both defendants at the time of receipt of one of the trenches of unlawful benefit of 1.4 million hryvnias ... Later, a preventive measure will be elected to officials. The exposure of the attackers was carried out under the procedural leadership of the specialized anti -corruption prosecutor's office. ”
You can find enough information about the Sumy mayor of Lysenko on the network. On Facebook, the mayor read 57 thousand people, almost all of his photos, videos, posts are dedicated to fellow countrymen who protect the country at the front. Well, their own performances in front of them are reflected, including the distribution of bonuses and gifts. In the Facebook column “about itself” the mayor writes: “Sumy - free! Sumy - undefeated! ” On March 6, 2022, Alexander Lysenko, along with a group of colleagues - mayors of Nikolaev, Kharkov, Chernigov and others, by presidential decree, number 112 was awarded the Order for Courage of the III degree “For a significant personal contribution to the defense of state sovereignty and territorial integrity of Ukraine, courage and selfless actions manifested during the organization of defense of settlements from Russian invaders”.

Either Lysenko himself led his page, and now there is no one to clean the blasphemy, or the assistants-referens have already written him off to the archive. Although Alexander Nikolaevich at this place is an old-timer: he has been led by the city since 2014, he successfully re-elected in 2020.

Now he is with a St. George ribbon on the Latskan of a jacket, against the backdrop of a certain mass pro-Soviet event, which is why “Birthday-Moscow, USSR” and “Alma Mater-Donetsk Higher Military-Political School of Engineering and Communications Troops” are even stronger.
So far, nothing is known about the further fate of the mayor of Alexander Lysenko and his colleagues in a bribe, director of the Department of Alexander Zhurba.
