After the war, the budget for patriotic education increased 4 times

In the new draft federal budget, the authorities have allocated more than 40 billion rubles for the promotion of patriotism. This is ten times more than in the pre-war years, and four times more than the authorities spent in the first year of the war.

Russia began to sharply increase spending on patriotic education in 2023, as follows from an analysis of spending in the current budget and the draft federal budget for the next period. This year, the authorities have allocated 43.8 billion rubles for this area . This is almost four times more than in 2022. Expenses for 2022 were planned before the start of the war and amounted to 11.6 billion rubles. In 2021, Russia spent only 3.5 billion rubles on patriotic propaganda.
From the draft of the new federal budget for 2024 - 2026 it follows that the estimated costs will remain at the level of 40 billion rubles in the next three years.
There are articles related to ideological work in two federal projects - “Patriotic Education” and “Youth of Russia”. Thus, the costs “for the education of the younger generation and the formation of personality” will increase noticeably - by 9.5 billion rubles. Expenditures on attracting individuals and organizations for the patriotic education of children and youth will increase by another 6.9 billion. An interlocutor of “Vestka”, close to parliament, recalled that presidential elections will take place in 2024, during which special attention is paid to ideological work with youth, and the increase in spending on this item is not accidental.
As part of the project on “patriotic education” of youth, the art cluster “Tavrida”, “World Youth Festival”, “All-Russian Schoolchildren Movement”, “Yunarmia” and youth tourism projects are financed. The World Youth Festival, which is personally supervised by the deputy head of the Kremlin administration for domestic policy, Sergei Kiriyenko, will become one of the main events of the presidential elections. The festival will be held at the end of the presidential campaign - from March 1 to March 7, 2024 at the Sirius Center in Sochi. As follows from the information on the event’s website, 20 thousand Russian and foreign youth leaders are expected to attend. According to the draft federal budget, an additional 4.5 billion rubles will be allocated next year for the event “aimed at uniting the world’s youth around common traditional values for the sake of a just world and the development of international partnerships.”
The costs of the director's advisers for education and interaction, who have recently appeared in schools, will also increase noticeably. 2 billion more will be spent on their work (which includes educating schoolchildren and involving them in patriotic and ideological events). In total, the costs for the activities of advisers will amount to 7.9 billion rubles annually in 2024 - 2026.
The Rosmolodezh project “Tavrida” should receive an additional 2.4 billion. Art" is a network of art residences, a festival and an educational program. The largest part of this amount - 1.2 billion rubles - will be allocated to the creation of an art residence in Genichesk, a city in the occupied Kherson region, and 817.8 million rubles will be allocated to Tavrida for the construction of an educational film studio. On top of this amount, another 7.5 billion is allocated for three years for youth events jointly by Tavrida, the Senezh Management Workshop and the Mashuk Knowledge Center.
Senezh's budget will increase by 3.7 billion over three years. This center, created by the Kremlin-controlled NGO “Russia - the Land of Opportunities,” hosts the “Leaders of Russia” competition, as well as seminars and meetings of the AP political bloc for federal and regional officials. Mashuk will receive an additional 2.6 billion.
Conducted with the support of the political bloc of the presidential administration, the “Russia - Land of Opportunities” competition will receive a subsidy of 1.4 billion in 2024. Among other things, it will be allocated to the “New Media Workshop” program, where journalists and PR specialists are trained. There, students are told, in particular, about Russia’s victory in the information war with the West and the need for propaganda . Another 114 million annually in 2024 - 2025 are allocated for the Youth Historical and Patriotic Camp, which will be held in the Pskov region on the basis of the Holy Dormition Pechersky Monastery. The operator of the event is the same Rosmolodezh. Next year, 450 million rubles will be allocated for events in the field of youth entrepreneurship. Also, 6 billion will be spent over three years on projects related to the “education, development and self-realization of children and youth.”
The NGO “More than a Journey” associated with Rosmolodezh will receive a subsidy of 3.1 billion rubles for the “implementation of a program of civil-patriotic and socially useful youth tourism” in 2024. The youth military-patriotic movement “Yunarmiya”, patronized by the Ministry of Defense, will receive about 870 million rubles in the framework of the draft budget in 2024 - 2026.
However, money for work with youth is allocated not only within the framework of the Patriotic Education and Youth of Russia projects. As part of the Digital Culture project, the Internet Development Institute (IRI), the operator of many digital patriotic projects, will receive 7.8 billion rubles to create “state content aimed at strengthening civic identity and spiritual and moral values” on the Internet. Another 4.8 billion IRI will be allocated for similar work, but specifically among young people in 2024 (however, for other items the institute will be reduced by 3 billion, as indicated in the draft budget). Iran will receive 5 billion next year to distribute the same content in the territories of the four annexed regions.
