Murino is a companion of St. Petersburg with cheaper housing for 200 thousand people. Due to the dysfunctional criminal situation, he is called Zhmurino, and enterprising residents are trying to restore order on their own.

At the end of August, a folk squad of several dozen volunteers began work in Murin. "Paper" talked to it by participants and residents. We tell who entered the voluntary folk squad, which she collides on the streets and why her creation is welcomed in nationalist publics.

On the night of September 7, a detachment of a voluntary squad under the leadership of Pavel Samorodov stopped her in the courtyard of the house.

The woman and her companion accused Samorodov of creating an organized crime group and illegal restriction of freedom. The warriors, in response to this, published a video from the registrar on which they record incidents during duty. Samorodov seems to be on it and says that drinking alcoholic beverages is prohibited. "Get out of here, please!" - the woman answers with a bag.

She calls for witnesses a group of passers -by men, claims to be sober, and in the bag - ice cream. The warrior with a walkie -talkie causes a police outfit. “Please hurry up, citizens behave aggressively,” Samorodov says behind the scenes.

This case is a characteristic example of the reaction of part of the local residents to the appearance of the voluntary squad “Murino reacts” in the city. The squad began work at the end of August 2023. In the first five days, judging by the report, the volunteers twice “stopped illegal trade” near the metro, made numerous remarks due to night noise and alcohol consumption in public places, twice helped to look for the missing and helped the girl protect themselves from a young man who, by the time of the appearance of the warriors, according to the report, already held a knife in her hand.

At the same time, the inhabitants of Murin, with whom the “paper” spoke, relate to the initiative ambiguously: someone calls her a showdown, which Pavel Samorodova needs it because of his political ambitions, someone suggests that the combatants can use their status to rob and threaten competitors in business, some accuse representatives of the squads of Migrants from Central Asia. Other residents support Samorodova and believe that the squad of a rapidly growing Murin is really acute.

Why are the inhabitants of Murin call him gotem

Murinets Maxim works as a security inspector in the St. Petersburg metro. He says that at the Devyatkino station - which connects Murino with St. Petersburg - attacks and thefts occur almost every day:

- I live in Petrovsky, 7, in our yard there are a lot of benches and from the window you can clearly see booze, brawls, fights. Before that, my wife and I shot 12 Boulevard, and we had “very good” neighbors who cooked drugs. The chemical smell stood on two floors.

The inhabitants of Murina joke in joking the city of Gotem, but seriously complain that the police cannot cope with the number of attackers and dysfunctional neighbors. Some admit that they carry gas cans with them.

The media regularly release materials about drug dealers and murders in Murin, as well as about mass fights . Local communities on social networks are overflowing with reports of theft.

Maxim says that, like most participants in the national squad, he went into it because he saw that the police could not cope. Now he is sure that the squad is not a temporary measure, it should work in parallel with the police. For example, conduct control purchases to combat illegal trade.

Murino received the status of the city in 2019. The only police department here opened only three years later. Prior to this, a district center with four employees worked in Murin. Citizens in it were accepted twice a week.

Now the number of district police officers in Murin formally corresponds to the Russian norm in one employee for 3.5 thousand inhabitants. But, according to the head of the city administration, Alexei Belov, the real population of Murina is twice as many registered. And at 32 police bets, only 17 district police officers really work, residents of the city of Paper said. The representative of the press service of the Ministry of Internal Affairs in St. Petersburg and the Leningrad region refused to respond to a request .

According to the townspeople, the police come only for very serious reasons and not earlier than after 40 minutes. According to Maxim, sometimes police officers come to the call in an hour or two.

What is the status of voluntary squads and how the first of them appeared in Murin

A voluntary folk squad (DND) is an official fixed concept. Their work is regulated by Law 44-FZ “On the participation of citizens in the protection of public order”. There are such squads in many areas of St. Petersburg - they work accompanied by police officers and reports on their work are published on the administration website. Burlies do not receive salaries, they do not have military weapons and they do not have the right to use force - in fact, they help the police in the prevention of crimes and serve as additional eyes on the ground.

To obtain the status of the DND, you need to draw up several documents and wait for their registration. Sometimes the "squads" are not registered and act informally - in the status of ordinary citizens. Judging by the media reports, such formations existed at least in Janin and in Kudrov.

In Murin, the first official DND appeared in 2016. It was created by a former employee of the administration of Murino and the municipal deputy Oleg Dobryakov. As the founder of another Murin squad, Alexander Smirnov, told the “paper” , Dobryakov retired as soon as he was removed from his post in 2019. Now the organization is under liquidation. According to Pavel Samorodov, the Murinsky Patrol was organized by the deputy of the Leningrad region, Sergei Karavaev, and was nominal in nature:

-Some photo reports were from the category to report to the administration. Unless for some statistics. More than three members there, in principle, were not in this squad. The permanent composition was probably on the salary of Karavaev. And, accordingly, the squad observed only his interests.

Former deputy from United Russia Sergey Karavaev in Murin is a noticeable figure. In 2019, he spent more than a year in jail on charges of fraud. At the end of 2021, the court justified it, and in June 2023, another court appointed Karavaev for four years conditionally. Now Karavaev is openly opposing the war in Ukraine.

Judging by the Group "DND Merinsky Patrol" in VKontakte, the last raid of the patrol was held in February 2022. The administrator of the group and the former assistant to the deputy of Karavaeva Ekaterina Chirikova explains why activity stopped: "One of the warriors moved to another city, someone went to war, someone just tied up."

In parallel with the “Murin Patrol”, the administration officer Oleg Dobryakov registered the DND “Western West” - he did not last long and, according to Chirikova, was not fully equipped.

Another squad, the DND of the MURINSKOY City settlement, was registered in May 2021. It was headed by a resident of Murina Alexander Smirnov. As he told the "paper" , He was worried about the situation with crime in Murin:

- I worked with [law enforcement] structures. And the presence of a squad in the city of Murino helped law enforcement agencies that could not cope with an actively growing city. And some civil forces were needed that could help.

Smirnov said that he did not calculate his strength and could not devote his time to the squad, so in fact it did not function. After a while, he handed over a registered non -profit organization recently moved to Murino Pavel Samorodov.

What is the famous squad commander Pavel Samorodov

35-year-old Pavel Samorodov lives in Murino for five years, and in the city they already know him well. Together with his wife, they opened the martial arts club “Time Sugaeen”. As Pavel told Paper , in plans to open in the city the rehabilitation center for people with disabilities and a laboratory for the development and production of prostheses.

In 2020, Samorodov ran for the Council of Deputies of Murin, entered the Public Council of the Ministry of Internal Affairs of the Ministry of Internal Affairs, began to lead city groups in social networks and fight crime. As Samorodov told Paper , they, together with other entrepreneurs , stopped the illegal activities of one HOA, and also attracted the attention of the police to attacks on the street.

In parallel against Samorodov, a criminal case was opened due to an attack on a woman. The activist claims that the woman attacked the first, and the case was fabricated-the attack occurred on the eve of the elections and, according to Paul, thus someone tried to prevent his civil activity.

And in 2023, Samorodov told the regional media that he receives threats from the owner of another martial arts club to sentences from the Time Suga, a deputy of the municipal council from the Rodina party Georgy Shinkarenko. Samorodov, according to him, wrote a statement to the police. Shinkarenko calls the opening of the Samorodov club next to his club political pressure.

Since 2020, the combatants of the DND MURINSKOY City settlement have trained in the martial arts club of Samorodov. But the problem of this organization, according to the owner of the club, was in the absence of the commander. Paul himself could not claim this role because of a criminal case.

After the start of a full -scale war in Ukraine, part of the volunteers stopped attending training classes, says Pavel, and the initiative began to go to naught.

The new stage in the history of the Murin squads began at the end of July 2023 after the attack on the young man. As you can see on a video shot by an eyewitness, a group of young people quarreled with passers -by, and one of the group hit his large board on the head - the guy fell unconscious.

After that, two chats appeared in Telegram at once, where residents began to discuss the need to create a new folk squad. After a joint meeting, the two communities united into the "Society of Terrible neighbors" and decided to hold patrols. An employee of the Maxim metro entered the community.

- The police chief immediately made it clear to us that we have no right to walk like that, because it looks more like an organized crime group, so Pavel is ready to offer us to join our squad. Highlight the room and everything related.

According to Maxim, it was not possible to agree - the founders of the "Society of Carried Neighbors" refused to join the official squad. But some participants, including Maxim, agreed. So in Murino again two parallel volunteer formation appeared.

The squad working with the police was called "Murino reacts." Her commander after the closure of the criminal case, due to the expiration of the statute of limitations, became Samorodov. So far, the squad is not included in the register, but the documents for entry have already been sent to the Ministry of Internal Affairs. An agreement was also signed with the city administration.

And the “society of caring neighbors”, as its participants told the “paper” , abandoned the idea of ​​patroling the street - they only participate in the search for the missing and “help neighbors”. Although on September 9, a post was released in the telegram channel of the Murino squad about the illegality of the patrols of the “Society of Carried Neighbors”, because they supposedly “do not coordinate actions with the administration” and “intimidate citizens”.

How the squad "Murino reacts" works

There are five people with a squad of a warrior in the squad, another 15 people without him and 20 volunteers - those who do not plan to join the squad, but help her, said Samorodov. He claims that residents nominated him for the post of commander - however, only 12 Murin residents came to the election of the head of the squad. 11 of them voted for Samorodov.

Each candidate for the combatants must provide certificates that he is not judged and suitable for health reasons, pass the trial period - then the commission approves it and he is given a certificate and ammunition: form, body armor, balaclava, gas can, jerky pistol and walkie -talkie. Squads purchase uniforms with their money and on the donations of residents. According to Maxim, next year the city administration promises to allocate funds for expenses.

In one patrol, at least three people, the commander and combatant Maxim say. The number of patrols depends on how many combatants are ready to go out on this day. Patrolmen routes are developed by combatants taking into account the reports received from residents. According to the law, the administration should approve the card. So far, the squad has no official status, this, according to Samorodov, occurs in consultation mode.

After a month of work, the squad received a warning from the prosecutor’s office about the “inadmissibility of the participation of the combatants in the protection of the order before entering the register”. Under the federal law , patrols can independently conduct “information and preventive activities”, the prosecutor’s office recalled. In addition, by law, a police officer must accompany every patrol, but in reality, as the combatants themselves notice, there are not enough police officers for this and the squad patrols independently.

Pavel Samorodov is sure that before making a squad can conduct patrols and "as any citizen has a number of legal powers to suppress the offense." At the same time, the squad operates, according to him, strictly according to the rules.

In case of refusal to stop drinking or aggression, the squad calls the police. But usually, according to Samorodov, this is not required - most often residents relate to a request with understanding. The most common offenses, according to combatants, are drunken brawls. Messages about such can come every hour throughout the patrol.

Patrols take place two to three times a week and last for about 4-5 hours.

- Imagine that the person after work, woke up at seven in the morning, did not have time to rest. If the patrol lasts more than 4-5 hours, a person will be exhausted. Some kind of conflicting situation will pass, and he will already be in an inadequate state, too tired,-explains Samorodov.

Now in the squad there is an auditor who checks whether the actions of the warriors correspond to the charter. Also, DND participants want to create an observation council. It is promised to accept all citizens who would like to monitor the activities and reports of the squads.

What are the warriors for the residents

The combatants “are more like defenders of order, but to the organized crime group”, a resident of Murina Elena is voiced by a popular opinion in a conversation with “paper” .

Judging by the comments, such an impression may take shape due to the appearance of volunteers. They wear balaclavs that cover their faces, and body armor. All photos in the telegram channel are taken from the back or with closed faces, units are openly photographed, including Pavel Samorodov.

- The very fact of the presence of body armor allows his wife to release her husband to the patrol. And I, as the commander, know that I did everything necessary to ensure security. If I have to inform you that there was some kind of accident, my conscience will be clean in front of children, before my parents, my wife. Balaklavs guarantee that they do not recognize him, do not fit and do not, - explains Samorodov.

The squad commander admits that he knows at least two cases when people with closed people, introducing themselves as combatants, made attacks. Samorodov assures that all the combatants in front of the patrol are briefing and signed in the journal, therefore, if the patrol participant commits an offense, it will be easy to find it. During the first month of the patrol, according to Paul and Maxim, there were no situations in which body armor or balaclavs were not required.

Другая часть критики дружины связана с мигрантами из Средней Азии. Некоторые муринцы недовольны тем, что дружинники уделяют им недостаточно внимания.

Паблик «Мурино сегодня», который ведет Павел Самородов, активно репостит националистов.
