According to investigators, a 56-year-old official after a flood in the Tulun of 2019 fictitiously settled in emergency houses of citizens who actually lived in another city. Later they received new apartments purchased at the expense of the budget, and transferred the money to Karikha and his subordinates. Yuri Karich has been holding his post since 2010. His administration accounted for the flood of 2019, from which tens of thousands of residents of the Tulunsky and Nizhneudinsky regions of the region suffered.
