About the struggle for survivability, about the unexpected pluses of the situation and why Vladivostok, with all financial injections, is hardly ever becoming a “city for people”-in this report.
... Our house on Svetlanskaya Street in Vladivostok is not a hut, not dilapidated and not emergency (at least I thought so until I visited the basement). The usual Khrushchevka is the 74th year of construction. Since the city is very uneven, we have not five, but five and a half floors: only 75 apartments and on the “zero”, which goes out onto the road, the floor - two banks and shops.
When in May in our and surrounding houses they turned off hot water “for hydraulic trials”, we sighed and realized: neither in June, nor in July, nor even in October it will not be given, and when they give it, it will only be cold for another week or two.
So every year, and it is pointless to complain, it is better to read the news about the master plan approved personally by Putin. If you believe this epoch -making document, a “light metro” will appear in the capital of the Far East by 2030, the Russian island will develop a silicone valley cleaner, the oil depot will be transferred outside the city line (it will cost five Vladivostok budgets). And the cherry on the cake of pipe bureaucratic dreams: by 2030, the city should become a federal center, by 2040-one of the centers of the Asia-Pacific region, and by 2050-a global city.

Either in the wake of large paper hopes, or the truth is, due to the critical situation with networks (according to city power engineers, more than 93% of the heating mains are completely worn out), or for some other unknown reason, but the city hall believed in itself and pulled out the entire Vladivostok in a scale, even remotely comparable to past years (then, by the way, they also did not have time). The workers have not been increased since then, so by the beginning of the heating season, not everyone had hot water. On November 1, 411 houses are left without it.
And so
While the “global city” is expanding, it is worshiped, cold water has been disconnected in our house. More precisely, it was turned off in the apartments-and a real waterfall poured from under the retaining wall in the courtyard. For several days we walked on the ankles in the water and stumbled on pieces of washed asphalt.
But the matter is familiar. In winter, the yard is a skating rink, in the summer - a strip of obstacles. Yes, the management company, the city hall and water utility have been known about this for five years from our complaints and appeals, but no one really did anything.
And this, note, the center of Vladivostok - “prosperous”, “strategically important”, the city of the country where “they don’t throw their own”.
To understand that we were abandoned, it took a couple of days. Well, approximately when it smelled from the bathroom, then we realized the dirty truth of life. We were very unlucky: everything happened immediately after the election of the governor, and the presidential is still far away. Therefore, there was no hope to solve the problem.
A day with a small house sat without any water calmly-due to the repair in the future store "Pyaterochka" on the "zero" floor of shutdown for the day became familiar, albeit unpleasant. Of course, we were never warned-but there is always some stock in bottles, there was enough for a day. In the center of Vladivostok there are problems with large and relatively inexpensive grocery stores within walking distance, so for the sake of such an incident we are ready and tolerate.
But already on September 20 it became unbearable, all six entrances out of one voice howled, began to call and write. Phones, sites on sites, chat bots, paper letters, collectively and individually. In the struggle for water, all means were ... bad. City Hall, Prosecutor's Office, Vodokanal, Management Company, Unified Dispatch Service, Deputies, etc. - We informed everyone.
At the same time, my journalist friends wrote about this in local telegram channels, which are read by half of the government and half of the city administration. Literally from the end of September to October 26, everyone knew everything very well.
The howl from our filthy swamps continued every day. 90 apartments, 15 organizations asked for help. Nothing changed. At the same time, it turned out that half of the telephone numbers indicated on different sites of the telephones simply does not exist.

First, the answer was slurred excuses such as “we will see where the impulse is not ours, but most likely ... [city networks, a pipe of the water utility, your management company - the right one is to emphasize]”. Then it turned out that the breakthrough is on the trunk of the water utility, but they could not find it. And, it seems, for normal repairs, it is necessary to demolish the retaining wall, which is incomprehensible whose, and therefore, it is not clear who should repair it. And this, I just remind, in the global city of federal significance.
The only "person from the system" who quickly helped was the deputy of the Legislative Assembly in our district Nadezhda Telyuev. She “inhabited” at the city hall, the city hall-to the water utility (which traditionally does not particularly react to complaints), and on the evening of Fridays they brought water, and at night they “threw the temporary woman”. Templar is such a small pipe by which water is supplied to the house bypassing the gust. And since it is thinner than usual, the pressure also disappeared, especially on the upper floors. I wonder when she will be removed now?
For a week we lived on a stream thick with a little finger (at best) in the hope that the impulse will be quickly found and poured. And on October 3, in half the city, cold water was turned off for the day for planned work. At the same time, we were changed for the best pressure of some kind of damper. And it seems to be fine ... Only in the evening they gave water to everyone, but we don’t.
The house howled again, the neighbors began to call the instances. And it turned out that in the still not opened store the Pyaterochka store a few days ago broke the pipe.
Neither the management company nor the store belonging to one of the largest federal retail chains did nothing all this time until it became very bad.
In Pyaterochka, they spread their hands and showed our activist rotten pipes and a flood. Everything is bad, let the Criminal Code repairs. We searched for the director of the store who would give the Criminal Code to the input and work permission. Not found. We searched a person with a power of attorney from the director. Found. Only for repairs you need to ruin fresh tiles. And the opinions about who then should restore it, at the store and the owner of the premises dispersed. And from that moment until October 27, neither the city hall, nor the Criminal Code, no one - could not do anything about it. Well, or did not want to.

I experimentally find out that at night you can dial 10 liters in an hour and a half.
- What can we do? We collect papers for going to court, ”a cute lady from the management company reports by phone.
- How to court? This is at least six months, or even a year! And what will we do all this time? We would go to court without you!
- I don't know. We are very sympathetic to you, ” the Criminal Code sincerely answers.
They say the truth: a good person is not a profession.
Another specialist, already from Vostokremrop LLC, which serves the Center-1 section, explains on a blue eye that they cannot block the water only, they cannot enter the premises with the police either-and they can’t do anything at all. And that they came on Tuesday, they were not allowed, so they will go again ... next week!
“Stunned,” I am amazed. “So the next time you will not be allowed!” And what should we do? Well, redraw all the water to them, go with the police, the law allows this!
“If we could, we would already ... ” the tube is mumbles.
Day before the wedding. I come home, open the crane (there is dry), I write new statements to the chat bout of the city hall, sit on the sofa and cry. We have ten water liters. To wash, you have to go to parents through the whole city. They are sitting and waiting all evening, while I get sophisticated by traffic jams. But how this brings families closer! I try not to think about the grandmothers of our house and about the dignity from the next entrance, who cares for a disabled mother. They probably have no one to go to.
It is amazing that even from this story it was possible to benefit. Firstly, it turned out that the story in Telegram acts. From all sides there are sentences from acquaintances to come to wash. A friend from the city hall helps to find out information on cold and hot water (I remind you, officials do not say anything intelligible to us all this time). Another friend, in the past, the director of the well -working Criminal Code, explains how and what should work and why all our interlocutors are liars, sloths and/or scoundrels. In parallel, I understand: Vladivostok will never become neither global, nor federal, nor any other.
Officials do not know how to solve simple life problems. Kommersants cannot decide who will put the tile. Managing organizations and public utilities sign in their own helplessness. And ultimately - no one cares about people.
During this month, even the most communal and indigestion of us have become active.
- I am my head in the sink in the kitchen! - says the neighbor, she is an intellectual, teacher. I am surprised how she succeeds, because the boiler cannot be turned on with such pressure, and the stream is thin.
Another neighbor shares despair: they say, it remains to just go and block the track ...
October 27. The last water (including drinking) in the morning is poured into a tank for washing. Half a liter of water and several wet napkins-for the simplest hygiene procedures. Three hours later I have a wedding. When leaving for makeup and hairstyle, I meet a neighbor with a pile of wet linen. We are amazed: she is a bride’s bouquet, I am her heroism.

And already during the day the good news comes from the municipal center of control of Vladivostok:
“MTC specialists received a large number of questions about cold water problems in house 143 on Svetlanskaya Street. According to the experts of the management company, the problem was in wear of intra -house communications. In order to eliminate the accident on the networks, it was necessary to open the floors in the store that is in the house. The management company was able to agree with the owner of the repair that began today. ”
And even here they are not talking. After all, they began to ask “questions” more than a month ago. Could you do something?
Opinions about what nevertheless helped, vary.
Firstly, the number of complaints exceeded critical marks and went by hundreds.
Secondly, dozens of complaints went to the prosecutor's office. The day after the prosecutors came to our house and the yard and horrified, it turned out that nevertheless, the Criminal Code, with the participation of officials, was able to negotiate with businessmen!
Thirdly, the deputy recovered and began to hammer all the authorities.
Fourth, I personally wrote to the city hall in direct text: the inhabitants of the house want to block the track, do something.
And fifthly, the day before the bright Friday, television came to us and took off a wonderful plot.
It turns out that everything works, it is a pity that it is abnormal.
